Hawaiian Language College


DESCRIPTION:
Requires the Hawaiian language college to provide graduate
education through the doctorate level and to incorporate programs
for other indigenous people at undergraduate and graduate levels,
as appropriate.  Appropriates funds to develop a doctorate
program within the Hawaiian language college at the University of

                   A  BILL  FOR  AN  ACT

RELATING TO THE HAWAIIAN LANGUAGE COLLEGE.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature finds that the Hawaiian language
 
 2 college known as Ka Haka `Ula O Ke`elikolani was established by
 
 3 the 1997 legislature at the University of Hawaii at Hilo to serve
 
 4 as a focal point for the revitalization of the Hawaiian language.
 
 5 Since its establishment, the college has successfully carried out
 
 6 the purposes for which it was established including initiation of
 
 7 a graduate program in the Hawaiian language, a teacher education
 
 8 certificate program in the Hawaiian language, and a laboratory
 
 9 school program in the Hawaiian language.  These programs are the
 
10 first of their kind for a native American language and make
 
11 extensive use of technology.
 
12      While much progress is being made to address the needs of
 
13 the Hawaiian language college, the college suffers from the lack
 
14 of a doctorate program.  Students graduating from the master's
 
15 program have no doctorate program into which they can matriculate
 
16 for further study of the Hawaiian language.  It is important that
 
17 the college be authorized to develop a doctorate program.
 
18      Outreach to other indigenous peoples is a regular part of
 
19 the activities of the college, and student exchanges have been
 
20 initiated as part of the Hawaiian studies program.  In further

 1 developing its graduate program, the college is encouraged to
 
 2 make provisions to allow for other indigenous peoples to be
 
 3 included in its programs, including its graduate programs.
 
 4      The purpose of this Act is to require the Hawaiian language
 
 5 college to provide graduate education through the doctorate level
 
 6 and to incorporate programs for other indigenous people at
 
 7 undergraduate and graduate levels, as appropriate.
 
 8      SECTION 2.  Section 304-70, Hawaii Revised Statutes, is
 
 9 amended to read as follows:
 
10      "[[]§304-70[]]  Functions.  In addition to providing a
 
11 quality education primarily through the medium of the Hawaiian
 
12 language, the college shall:
 
13      (1) Provide an indigenous language outreach program to
 
14          involve indigenous language scholars and to maintain and
 
15          develop the program's Polynesian language database;
 
16      (2) Provide a Hawaiian medium teacher training program
 
17          incorporating Nawahiokalani`opu`u school and other
 
18          schools, as appropriate, as laboratory schools; [and]
 
19      (3) Maintain a Hawaiian language support center with
 
20          educational specialists in the areas of research,
 
21          curriculum development, language development, archival
 
22          work, and educational technology[.];

 1      (4) Provide graduate education through the doctorate level;
 
 2          and
 
 3      (5) Incorporate programs for other indigenous people at both
 
 4          the undergraduate and graduate levels, as appropriate."
 
 5      SECTION 3.  There is appropriated out of the general
 
 6 revenues of the State of Hawaii the sum of $350,000 or so much
 
 7 thereof as may be necessary for fiscal year 2000-2001 to develop
 
 8 a doctorate program within the Hawaiian language college at the
 
 9 University of Hawaii at Hilo.
 
10      The sum appropriated shall be expended by the University of
 
11 Hawaii for the purposes of this Act.
 
12      SECTION 4.  Statutory material to be repealed is bracketed.
 
13 New statutory material is underscored.
 
14      SECTION 5.  This Act shall take effect on July 1, 2000.
