                     A BILL FOR AN ACT

RELATING TO VOLUNTEER SERVICES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The Hawaii Revised Statutes is amended by adding
 
 2 a new chapter to be appropriately designated and to read as
 
 3 follows:
 
 4                             "CHAPTER
 
 5                  STATE VOLUNTEER SERVICES OFFICE
 
 6      §  -1  Definitions.  As used in this chapter, unless the
 
 7 context otherwise requires:
 
 8      "Office" means the state volunteer services office.
 
 9      §   -2  State volunteer services office; establishment.
 
10 There shall be established within the office of the governor, the
 
11 state volunteer services office.  The office of the governor
 
12 shall provide the office with staff including a director,
 
13 facilities, security, janitorial services, utilities, fiscal,
 
14 necessary legal services, and funding support to carry out its
 
15 services.
 
16      §   -3  Duties; scope of work.  The office shall establish
 
17 a comprehensive program on volunteerism, which shall include but
 
18 not be limited to:

 1      (1)  Conducting research on various aspects of volunteerism
 
 2           to identify and address volunteer needs and issues;
 
 3      (2)  Conducting an annual assessment on the use of
 
 4           volunteers in state government;
 
 5      (3)  Producing and distributing information to public and
 
 6           private programs and agencies that use volunteers or
 
 7           maintain related interests;
 
 8      (4)  Sponsoring or collaborating in conferences and regional
 
 9           meetings to network, promote and enhance volunteerism,
 
10           and bring the latest information to Hawaii's citizens;
 
11      (5)  Providing education and training for volunteers,
 
12           volunteer administrators, boards of directors, and
 
13           programs interested in using volunteers;
 
14      (6)  Responding to constituent and agency requests by
 
15           telephone, e-mail, web sites, telecommunications, mail,
 
16           and full-day on-site meetings;
 
17      (7)  Maintaining a volunteer resource-lending library;
 
18      (8)  Sponsoring and participating in a statewide volunteer
 
19           recognition program to increase visibility of
 
20           volunteers and to recognize their accomplishments;
 
21      (9)  Fostering public/private collaborations in meeting
 
22           community needs;

 1     (10)  Communicating, partnering, and collaborating with
 
 2           international, national, state, and local colleagues
 
 3           and interests in volunteerism and community service, to
 
 4           enable Hawaii to be at the forefront of volunteerism;
 
 5     (11)  Sharing timely and useful information on volunteerism
 
 6           with Hawaii constituents; and
 
 7     (12)  Conducting special volunteer projects.
 
 8      §   -4  Annual report.  The office shall submit a report on
 
 9 its activities to the legislature at least twenty days prior to
 
10 the convening of each regular session.  The annual report shall
 
11 include progress and accomplishments made during the year."
 
12      SECTION 2.  This Act shall take effect upon its approval.
