                   A  BILL  FOR  AN  ACT

RELATING TO PUBLIC OFFICERS AND EMPLOYEES.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  The legislature recognizes that the cost of
 
 2 running state government is a significant part of state tax
 
 3 expenditures.  Moneys must be allocated for public employee
 
 4 wages, health insurance, pensions, workers' compensation
 
 5 insurance, unemployment insurance, and other benefits.  The
 
 6 legislature further recognizes that the State has weighty
 
 7 obligations, in excess of its ability to pay for the future
 
 8 benefits of public employees.
 
 9      In the effort to improve the way government operates, the
 
10 legislature must take a comprehensive look at all aspects of
 
11 government, including long-standing public employee issues,
 
12 particularly in the areas of benefits and wages.   Lawmakers must
 
13 take a fiscally responsible approach to ensure that government
 
14 efficiency and operations are optimized and to ensure that the
 
15 current and future needs of public employees are met.
 
16      A key factor in government restructuring efforts is Hawaii's
 
17 statewide civil service system, which was created over sixty
 
18 years ago.  The legislature notes that while Hawaii's civil
 
19 service system has been effective in meeting the public's needs
 
20 in the past, the system must be scrutinized and changes must be

 1 made to respond to the needs and resources of present Hawaii.  In
 
 2 addition, state government must be revamped by eliminating
 
 3 unnecessary functions and services and adding functions and
 
 4 services that are essential to serving the current and future
 
 5 needs of the community.
 
 6      The purpose of this Act is to effectuate the title of this
 
 7 Act.
 
 8      SECTION 2.  The Hawaii Revised Statutes is amended to
 
 9 conform to the purpose of this Act.
 
10      SECTION 3.  This Act shall take effect upon its approval.
