                   A  BILL  FOR  AN  ACT

RELATING TO THE CORRECTIONS POPULATION MANAGEMENT COMMISSION.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 353F-4, Hawaii Revised Statutes, is
 
 2 amended by amending subsection (a) to read as follows:
 
 3      "(a)  The corrections population management commission shall
 
 4 consist of [nine] eleven members.  The state attorney general,
 
 5 the director of public safety, [the prosecuting attorney of the
 
 6 city and county of Honolulu] a representative of the county
 
 7 departments of the prosecuting attorney to be selected by the
 
 8 prosecuting attorneys, the state public defender, [and] the
 
 9 chairperson of the Hawaii paroling authority, the president of
 
10 the senate, and the speaker of the house of representatives, or
 
11 their designated representatives, shall be members of the
 
12 commission. [Additionally, the] The chief justice of the Hawaii
 
13 supreme court shall appoint one judge and one adult probation
 
14 administrator of the judiciary as members of the commission.
 
15 [Finally, one member each shall be appointed by the president of
 
16 the senate and the speaker of the house of representatives.]  The
 
17 governor shall appoint one member from the private sector who is
 
18 knowledgeable on issues pertaining to reintegrating offenders
 
19 into the community.  Additionally, the chairperson of the Hawaii

 1 paroling authority shall appoint one rehabilitated offender, who
 
 2 is knowledgeable on issues pertaining to reintegrating offenders
 
 3 into the community, as a member of the commission."
 
 4      SECTION 2.  Statutory material to be repealed is bracketed.
 
 5 New statutory material is underscored.
 
 6      SECTION 3.  This Act shall take effect upon its approval.
