                   A  BILL  FOR  AN  ACT

RELATING TO ISLAND SYMBOLS.



BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  In 1923, the legislature of the Territory of
 
 2 Hawaii recognized that several of the islands had adopted a local
 
 3 flower as its emblem,
 
 4      Hawaii..........Pua Lehua;
 
 5      Oahu............Pua Ilima;
 
 6      Maui............Lokelani;
 
 7      Kauai...........Mokihana;
 
 8      Molokai.........Pua Kukui;
 
 9      Lanai...........Kaunaoa; and
 
10      Kahoolawe.......Hinahina.
 
11 Under this premise, the legislature of the Territory of Hawai`i
 
12 established and designated the Pua Aloalo, or native yellow
 
13 hibiscus, as the official flower of the State to promote unity,
 
14 loyalty, and feelings of pride in Hawai`i citizens.  To date,
 
15 however, there is no record adopting the above flowers as
 
16 official emblems of each island.
 
17      The citizens of Hawai`i recognize the above flowers and
 
18 their colors as representations of the Hawaiian islands, even
 
19 though they have never been officially adopted by the State.

 1 Various parades on all islands such as the Aloha Festivals and
 
 2 King Kamehameha Floral Parade use these colors and flowers on the
 3                       -  -
 4 adornments for their p a` u riders, Hawaiian court members, and
 
 5 floats.  The Hawai`i state library system has listed these
 
 6 flowers and colors to represent the islands of Hawai`i, and
 
 7 private schools and the department of education teach these
 
 8 flowers and colors as being associated with the Hawaiian islands.
 
 9 Many songs have also been composed about the Hawaiian islands and

11 the flowers and colors associated with them, such as Na  Lei
12           -  -
13 Hawai`i, P up u o Ni`ihau, Beautiful `Ilima (for O`ahu), and many
 
14 others.  Since territorial times, Ni`ihau has been included to be
15                                         -  -
16 represented by the color white and the p up u shell.
 
17      The purpose of this Act is to bestow formal recognition on
 
18 the following flowers or lei materials and their colors as the
 
19 official emblems and symbols for their respective islands.
 
20      SECTION 2.  Chapter 5, Hawaii Revised Statutes, is amended
 
21 by adding a new section to be appropriately designated and to
 
22 read as follows:
 
23      "�5-    Official island colors.  The color red is
 
24 established and designated as the official color of the island of
 
25 Hawai`i.
 
26      The color pink is established and designated as the official
 
27 color of the island of Maui.

 1      The color golden yellow is established and designated as the
 
 2 official color of the island of O`ahu.
 
 3      The color purple is established and designated as the
 
 4 official color of the island of Kaua`i.
 
 5      The color green is established and designated as the
 
 6 official color of the island of Moloka`i.
 
 7      The color orange is established and designated as the
 8                                   -
 9 official color of the island of La na`i.
 
10      The color white is established and designated as the
 
11 official color of the island of Ni`ihau.
 
12      The color gray is established and designated as the official
 
13 color of the island of Kaho`olawe."
 
14      SECTION 3.  Chapter 5-16, Hawaii Revised Statutes, is
 
15 amended to read as follows:
 
16      "�5-16  State flower[.] and individual island flowers.  The
 
17 native yellow hibiscus (Hibiscus brackenridgei A. Gray), also
 
18 known as the Pua Aloalo or Ma'o-hau-hele, is established and
 
19 designated as the official flower of the State.  
20             -
21      The `oh i`a lehua (metrosideros macropus M. collina), also
 
22 known as the pua lehua, is established and designated as the
 
23 official flower of the island of Hawai`i.
 
24      The lokelani, also known as the damask rose (rosa
 
25 damascena), is established and designated as the official flower

 1 of the island of Maui.
 
 2      The pua `ilima from the native dodder shrubs (sida fallax)
 
 3 is established and designated as the official flower of the
 
 4 island of O`ahu.
 
 5      The mokihana from the native tree (pelea anisata) is
 
 6 established and designated as the official lei material of the
 
 7 island of Kaua`i.
 
 8      The pua kukui, also known as the candlenut tree (aleurites
 
 9 moluccana), is established and designated as the official lei
 
10 material of the island of Moloka`i.
 
11      The kauna`oa, also known as the native dodder (cuscuta
 
12 sandwichiana), is established and designatead as the official lei
13                             -
14 material of the island of La na`i.
15           -  -
16      The p up u, also known as the momi, laiki, and kahelelani, is
 
17 established and designated as the official lei material of the
 
18 island of Ni`ihau.
 
19      The hinahina or native heliotrope (heliotropium anomalum,
 
20 var. argenteum) is established and designated as the official lei
 
21 material of the island of Kaho`olawe."
 
22      SECTION 4.  Statutory material to be repealed is bracketed.
 
23 New statutory material is underscored.
 
24      SECTION 5.  This Act shall take effect upon its approval.
