Description: Proposes to: (1) require all flexible spending accounts participant contributions, interest earned, and forfeited participant balances be held in trust outside the State Treasury, and (2) requires interest earned on the contributions and forfeited participant balances to be used to defray the monthly participant fees and other administrative costs.
