Report Title: Ban On Aerial Fireworks

Description: Establishes a ban on the importation, storage, sale and use of aerial common fireworks, except for public exhibitions; increases penalties; increases licensing fees; establishes a 5% tax on the retail cost and wholesale cost of fireworks.
