         classification plan using current methodologies

         Amends the collective bargaining to clarify that
         all cost and noncost items are subject to further
         bargaining when cost items are rejected by a
         legislative body.

         Requires labor relations board to decide all
         disputes within 90 days after close of the
         hearing and the decisions in writing within 30
         days of the decision.

1480     RELATING TO DRUGS                                   PSM/JHA
         Clarifies that possessing 1/4 ounce or more,
         containing 1 or more of any of the other
         dangerous drugs constitutes promoting a dangerous
         drug 2nd.  Clarifies manner in which a person
         "distributes" a drug within the context of
         promoting a detrimental drug 2nd.  Eliminates
         exceptions relating to land for commercial
         promotion of marijuana.

1481     RELATING TO SENTENCING                              JHA
         Subjects offense of unauthorized entry into motor
         vehicle to repeat sentencing provisions.
         Clarifies that probation shall be denied to an
         offender sentenced for use of any type of
         firearm.  Prohibits DAG and DANC pleas for
         offenses involving, substantial bodily injury.

         Permits court in certain cases to waive
         jurisdiction of other felony charges related to
         charge for which minor is waived.  Provides for
         public inspection of a minor's legal records if
         the proceeding or case involves an act resulting
         in the death of a victim.

1483     RELATING TO ROBBERY                                 JHA
         Clarifies legislative intent with respect to
         robbery that:  focus is on defendant's intent and
         not victim's awareness of theft; and the
         defendant's assertion or conduct indicating to
         victim that the defendant is armed with a
         dangerous weapon is sufficient to establish
         robbery in the 1st degree.

         Makes any offense of abuse of a family or
         household member a class C felony if: committed
         subsequent to a 2nd conviction; or committed
         subsequent to 2 prior convictions for assault,
         terroristic threatening, or abuse of a family or
         household member involving the same victim.

         Eliminates requirement that multiple offenses be
         charged "through complaint or indictment" with
         respect to district court's concurrent
         jurisdiction of abuse of family or household

         physical or mental disease, disorder, or defect
         causing a person to lack substantial capacity is
         caused or triggered by the voluntary ingestion or

         substance, unless prescribed by a licensed
         physician, osteopath, podiatrist, or dentist.

         Permits use of an administrative subpoena issued
         by the attorney general or trial subpoena to
         obtain records or other information pertaining to
         a subscriber or customer of a provider of
         electronic communications or remote computing
         services.  Clarifies information to be obtained.

         Clarifies definition of "contraband" in the
         offense of promoting prison contraband in the 2nd
         degree to exclude dangerous instruments and
         drugs, which are covered in promoting prison
         contraband in the 1st degree.

         Authorizes sentencing judge to determine merger
         of convictions if multiple convictions include
         lesser included offenses.  Amends double jeopardy
         provisions to allow subsequent prosecution if

         subsequently was set aside.

         Clarifies that a person may "remain unlawfully"
         in a building regardless of whether the initial

         Increases offenses for which drug demand
         reduction assessment may be imposed.  Authorizes
         expenditure of $33,000 for FY 1999-2000;

         general fund, if fund is repealed.

         deadly or dangerous weapons.  Combines existing

         Amends the civil service law for Hawaii, Maui,
         and Kauai counties, by exempting service obtained
