         Allows the campaign spending commission to give
         notice of the failure to file reports by way of

         Requires that moneys be spent by a candidate or

         from the election, to file and terminate

         Bans partial birth abortions unless the mother's
         life is in jeopardy.  Forbids an abortion to be
         performed for an unmarried pregnant minor unless
         the minor's parent, guardian, or conservator has
         been notified.  Provides an alternative to notice
         requirements through the judicial process.  Also
         provides that the performance of an abortion in
         violation of the Act shall be a misdemeanor and
         grounds for civil action.  Prohibits school-based
         health service centers from providing counseling,
         recommendations, or referrals to students
         regarding abortion.  Prohibits partial-birth
         abortions.  Defines partial-birth abortion.
         Provides penalties.  Requires minors to obtain
         written consent of at least one parent before
         having an abortion.  Minors defined as anyone
         under age of 17 for purposes of this section.
         Provides definition of informed consent for
         abortions and certification requirements.

         Requires fees not to exceed 10 cents per page for
         copies of proposed, amended, or final rules,

         Allows the State of Hawaii or State political or
         governmental subdivision employers to require

         rules or in collective bargaining agreements.

         Waives capital gains tax on investments made in

         Repeals the revised uniform principal and income

         Allows condominium associations to deposit funds
         in mainland banks, and restricts their
         investments to demand deposits, investment

         Excludes from definition of public utility any
         facility that reclaims wastewater provided that

         XVII OF THE CONSTITUTION OF THE STATE OF HAWAII
         TO PROVIDE FOR INITIATIVE, REFERENDUM, AND RECALL   JHA,FIN
         Amends articles II, III, and XVII of the state
         constitution to provide for initiative,
         referendum, and recall.  Requires an initiative
         to embrace only one subject and be void if the
         legislature enacts any law which is same or
         similar (accomplishing the same purpose), if so
         determined by the attorney general.  Prohibits
         initiative to be used to:  (a) make, or repeal
         appropriation of public funds; (b) make, amend,
         or repeal levy of taxes; and (c) for issues
         affecting land use.  Provides for referendum to
         approve or reject statutes except for the
         amending or repeal of (a) appropriation of public
         funds; (b) levy of taxes; and (c) any matter
         governed by collective bargaining contracts.
         Sets requirements and procedures for voter
         referendum.  Establishes the procedures to be
         followed to require a recall election.  (ConAm)

         Clarifies certain matters relating to the roles

         a candidate, committee, or party that has failed
         to file or correct a report required by that law,
         by specifying that the $50 per day penalty is to
