         including having at least 1 full-time employee.

  29     RELATING TO TRANSFERS AND REIMBURSEMENTS FROM
         SPECIAL FUNDS FOR CENTRAL SERVICE AND
         DEPARTMENTAL ADMINISTRATIVE EXPENSES                EDN,FIN
         Prohibits transfers and reimbursements for
         central service and departmental administrative
         expenses from funds consisting of special fees
         and charges collected from pupils who negligently
         break, damage, lose, or destroy school books,
         equipment, or supplies.

  30     RELATING TO STATE GOVERNMENT APPLICATIONS           CPC,FIN
         Allows the submission of applications and related
         fees by credit card via the Internet for noise
         permits and DCCA applications.

  31     RELATING TO RESIDENTIAL SALES OF REAL PROPERTY      CPC,FIN
         Requires the seller of residential real property
         to ensure the proper working condition of the
         sewer lateral and cleanout on the property before
         the sale of the property and authorizes the
         counties to inspect residential laterals and
         cleanouts five years after the effective date of
         this Act.

         Requires the University of Hawaii at Hilo to
         study the feasibility and desirability of
         industrial hemp production in Hawaii.
         Establishes the Hawaii Strategic Industrial Hemp
         Development Act of 1999.

  33     PROPOSING AN AMENDMENT TO ARTICLE III, SECTION 7,
         OF THE HAWAII CONSTITUTION, TO REPEAL A PROVISION
         RELATED TO LEGISLATIVE PRIVILEGE                    JHA
         Amends the Hawaii constitution to repeal the
         provision that exempts legislators from arrest in
         all cases, except for felony or breach of the
         peace, during their attendance at the sessions of
         their respective houses, and in going to and
         returning from the sessions. (Con Am)

  34     RELATING TO AQUATIC RESOURCES                       OMR,JHA
         Allows the Department of Land and Natural
         Resources to adopt administrative rules relating
         to aquatic resource regulations that specify bag
         limits, sales restrictions, seasons, and
         regulation on fishing gear.

  35     RELATING TO CAMPAIGN CONTRIBUTIONS                  JHA

         Decreases the threshold level of campaign
         contributions that must be reported from $100 to
         $50.

  36     RELATING TO ELECTIONS                               JHA,FIN
         Requires a recount in elections when results
         between top 2 leading candidates is less than
         0.5% of the votes cast for each candidate
         excluding spoiled, over or under, and blank
         ballots.

         Establishes a state revolving film fund within
         DBED&T; and appropriates moneys for documentary
         film productions relating to the Pacific region.

         Allows counties to resume regulating or

         Expands the constitutional guarantee of free

         Exempts food purchases from the general excise
         tax.

         Makes it a misdemeanor for a person to:  (1)
         issue or sell tickets to an event without
         printing on the tickets the price of the ticket
         and the seat number, if any; (2) charge for
         admission to an event a price greater than the
         price advertised or stated on tickets issued for
         the event; (3) sell a ticket to an event at a
         price greater than the price charged at the place
         of admission or printed on the ticket; (4) sell a
         ticket in violation of conditions restricting the
         ticket's transfer; or (5) permit the sale of a
         ticket to an event at a price greater than the
         price printed on the ticket.

  42     RELATING TO JOB-SHARING FOR PUBLIC EMPLOYEES        LAB,FIN
         Authorizes the agencies of the executive,
         judiciary, and legislative branches to implement
         a voluntary job-sharing program.

  43     RELATING TO LEGISLATIVE FISCAL AND BUDGET
         ANALYSIS                                            LMG,FIN
         Appropriates funds for the operation of the joint
         legislative budget committee and the office of
         the legislative analyst.

         Requires all state agencies, upon the submission
         of a study or report requested or required by any
         body of the legislature, to submit an estimate of
         the cost of the study.

         Makes driving with an expired license a
         violation, but a lesser one than driving without
         ever having obtained a driver's license.

         signatures for the nomination papers of
         candidates running for political office in the
         State.

         Provides for the licensing, rather than
         certification, of physician assistants who are
         nationally certified.

  48     RELATING TO SMALL BOAT HARBORS                      OMR/TRN,FIN
         Requires the board of land and natural resources
         to formulate policies to initiate a system of
         community-based management for small boat harbors
         in the State and to determine which small boat
         harbors shall participate in that system.

  49     RELATING TO STANDARDS OF CONDUCT                    LMG,JHA
         Prohibits legislators and appointed employees
         from accepting gifts from lobbyists.

  50     RELATING TO TEMPORARY DISABILITY INSURANCE          LAB,FIN
         Bases the qualifications for benefit eligibility
         on the 52 weeks immediately before the first day
         of disability instead of 4 calendar quarters.

  51     RELATING TO VOTER REGISTRATION                      JHA
         Allows qualified persons to register and vote on
         election day and to register to vote when
         applying for a driver's license or renewal.
         Requires the inclusion of voter registration
         forms in all state tax return instruction
         booklets mailed to individual taxpayers.

  52     RELATING TO WHISTLEBLOWERS                          LAB,JHA
         Increases the limitations period in which to
         bring a civil action for injunctive relief or
         damages under the Whistleblower's Protection Act
         from 90 to 180 days, and increases the maximum
         fine from $500 to $10,000 for each violation.
         Also makes violators who are state employees
         subject to disciplinary proceedings.

  53     RELATING TO WORKERS' COMPENSATION                   LAB,FIN
         Allows disputed claims for workers' compensation
         benefits to be resolved by alternative dispute
         resolution and arbitration.

  54     RELATING TO ELECTIONS                               JHA,FIN
         Prohibits unlawful, campaign contributions by
         registered lobbyists during legislative sessions,
         as well as by state contractors during specified
         periods.  Amends campaign contribution limits.
         Requires late contribution reporting within 24
         hours of receipt.  Limits allowable dispositions
         of surplus contributions.

  55     RELATING TO PUBLIC LAND TRUST                       JHA,FIN
         Extends the income and proceeds from the pro rata
         portion of the public land trust for an
         additional 2 years.

  56     RELATING TO BUSINESS                                EDB,FIN
         Establishes a business aloha team program within
         the department of business, economic development,
         and tourism.

  57     PROPOSING AN AMENDMENT TO ARTICLE IV, SECTIONS 2,
         4, 5, AND 6, AND ARTICLE X, SECTION 2, OF THE
         CONSTITUTION OF THE STATE OF HAWAII TO MANDATE
         THE ELECTION OF BOARD OF EDUCATION MEMBERS FROM
         THIRTEEN SINGLE-MEMBER DISTRICTS AND TO AUTHORIZE
         THE REAPPORTIONMENT COMMISSION TO SET THE BOARD
         OF EDUCATION DISTRICT BOUNDARIES                    EDN,JHA
         Amends the state constitution so that board of
         education members would be elected from 13
         single-member districts, whose boundaries would
         be determined by the reapportionment

  58     RELATING TO DEFERRED COMPENSATION RETIREMENT PLAN   LAB,FIN
         Makes participation in the Deferred Compensation
         Retirement Plan for part-time, temporary, and
         seasonal or casual employees voluntary rather
         than mandatory.

  59     RELATING TO AN EMERGENCY AND BUDGET STABILIZATION
         FUND                                                JHA,FIN
         Establishes an emergency and budget stabilization
         fund.

  60     PROPOSING AN AMENDMENT TO ARTICLE VII, SECTION 6
         OF THE HAWAII CONSTITUTION TO REDISTRIBUTE EXCESS
         STATE GENERAL FUND REVENUES                         JHA,FIN
         Proposes a constitutional amendment to distribute
         excess revenues equally: half to taxpayers in the
         form of a tax refund or credit and half to a

         Removes the early retirement penalty for state
         employees who retire after twenty-five years of
         service but are under fifty-five years of age.

  62     RELATING TO MOTOR VEHICLE INSPECTIONS               TRN,JHA
         Repeals motor vehicle inspection program.

  63     RELATING TO MOTOR VEHICLES                          TRN,CPC,FIN
         Establishes recovery agencies to seize the
         license plates of uninsured motor vehicles.  Also
         establishes an on-line computer network and
         database for purposes of verifying whether a
         vehicle has a current no-fault insurance policy
         prior to the registration, renewal, or transfer
         of registration of a motor vehicle.

  64     RELATING TO THE JUDICIARY                           JHA,FIN
         Increases salaries for supreme court justices,
         intermediate appellate court judges, circuit
         court judges, and district court judges.

  65     RELATING TO AERIAL COMMON FIREWORKS                 JHA
         Makes it unlawful to possess aerial common
         fireworks in any county unless the person has a
         valid permit issued by that county.  Makes it a
         misdemeanor for any person to set off, ignite,
         discharge, sell, transfer, or possess aerial
         common fireworks without first having obtained a
         license or permit as required by section 132D-7.

  66     RELATING TO JOINT AND SEVERAL LIABILITY             JHA
         Changes the degree of negligence for which a
         joint tortfeasor will become subject to the
         imposition of joint and several liability.

  67     RELATING TO CIVIL JUSTICE REFORM                    JHA
         Limits recovery for all noneconomic damages in
         tort actions to $500,000.  Codifies court rule
         relating to offers of judgment.  Requires payment
         of reasonable attorneys' fees and court costs to
         encourage pre-trial settlements.  Limits punitive
         damages awards.

  68     RELATING TO LITTERING                               TRN,JHA,FIN
         Increases the penalties for littering.

  69     RELATING TO CRIME                                   PSM/JHA,FIN
         Transfers the crime victim compensation
         commission from within the department of public
         safety to the department of the attorney general.

  70     RELATING TO COSTS AND FEES                          JHA,FIN
         Increases witness fees for persons testifying in
         a civil case.  Establishes witness fees for
         persons providing a deposition and for small
         claims court.

  71     RELATING TO ELECTIONS                               JHA,FIN
         Amends campaign spending and disclosure laws to
         encompass contributions with regard to ballot
         issues.  Provides that organizations that raise
         or expend funds for purposes of informational and
         educational advertising are not "committees"
         subject to campaign contribution and expenditure
         laws.  Limits contributions by a candidate's
         immediate family to $50,000.  Amends the dates on
         which preliminary reports must be filed with the
         commission.  Repeals short form reporting.
         Exempts violators of campaign contribution and
         expenditure laws from administrative fines and
         criminal prosecution upon payment of penalties
         imposed by the commission.

  72     RELATING TO ELECTIONS                               JHA,FIN
         Provides that candidates who voluntarily agree to
         limit campaign expenditures and become eligible
         for matching funds must do so at or before the
         time of filing nomination papers and may not
         thereafter withdraw their agreement.  Allows
         unopposed candidates to apply for matching funds.
         Extends the time within contributors must be
         notified that a candidate has exceeded
         expenditure limits to 30 days. Allows candidates
         who have exceeded spending limitations by no more
         than 1% to return 25% of, as opposed to all
         matching funds.  Reduces the time that qualifying
         campaign contribution statements must be filed
         with the commission from 60 to 30 days.

  73     RELATING TO MOTOR VEHICLES                          CPC,JHA
         Allows buyers of new or used motor vehicles to
         cancel their sales contract at any time prior to
         midnight of the third business day after the date
         on which the buyer signs the contract, provided
         the buyer has not taken physical possession of
         the motor vehicle or traded in a motor vehicle.
         Includes a written statement in the sales
         contract notifying buyers to their right of
         cancellation.  Also includes other provisions
         relating to the sales contracts of motor
         vehicles.

  74     RELATING TO CONDOMINIUM PROPERTY REGIMES            CPC
         Changes the percentage of common interest
         necessary to amend association by-laws from 65%
         to 51%.

  75     RELATING TO CLAIMS AGAINST THE COUNTIES, THEIR
         OFFICERS AND EMPLOYEES                              JHA
         Provides the counties, their employees and
         officers with the same immunity enjoyed by the
         state and its employees and officers with respect
         to claims based on the exercise of discretionary
         functions.

  76     RELATING TO EDUCATION                               EDN,FIN
         Authorizes DOE to charge fines to students for
         overdue books.

  77     RELATING TO REAL PROPERTY ENCROACHMENT              WLU,JHA
         Adds industrial property to types of property
         covered by the structure position discrepancy
         law.  Provides that the property owner is
         responsible for an encroachment where the
         property owner who constructed the improvement is
         not readily identifiable.

         Allows motor vehicle owners to be refunded for
         motor vehicle registration fees if the vehicle is
         inoperable.

         Institutes daylight saving time in Hawaii.

         Repeals the existing trademark law (chapter 482,
         HRS) and replaces it with a new chapter based on
         the Revised Model State Trademark Bill developed
         by the International Trademark Association.

  81     MAKING AN APPROPRIATION FOR A NANOTECHNOLOGY

         Appropriates funds to establish a nanotechnology
         center at the university park at the University
         of Hawaii at Hilo.

         Convert current half-time Library Assistant III
         position to a full-time status at the Waiakea
         High School Library.

         Repeals the exemption from jury service for
         attorneys, heads of executive departments,
