                   markings.

HSCR 1353          Among  other   things,   establishes   the   stewardship  and
                   partnering  program  within   OEQC   to   be   headed  by  an
                   administrator; requires OEQC to assist the program; specifies
                   that moneys from the environmental special fund shall be used
                   by the program; makes an appropriation to the fund.
SB 1607 SD2 HD1    RELATING TO ECONOMIC DEVELOPMENT AND
HSCR 1423          PRIVATE INVESTMENT ATTRACTION.                        EDB,FIN
                   Appropriates  unspecified  amount  to  the  Hawaii  strategic
                   development  corporation   revolving   fund;  restricts  HSDC
                   investments  to  those   with   at   least  matching  private
                   investment;   requires   venture   capital   investments   of
                   employees' retirement  system  funds  in  qualified high tech
                   businesses.

                   Authorizes the natural  energy  laboratory  to include retail
                   and commercial activities  within  a  research and technology
                   park.

SB 568 SD2 HD2     RELATING TO HISTORIC PRESERVATION.                WLU,JHA,FIN
HSCR 1328          Defines the term "heiau".   Establishes a burial site program
                   within DLNR  to  assist  island  burial  councils  with their
                   mandated responsibilities.  Clarifies and strengthens various
                   laws relating to the  preservation  of native Hawaiian burial
                   sites and artifacts.
SB 456 SD2         RELATING TO TUITION WAIVERS.                      HED,JHA,FIN
HSCR 1294          Appropriates funds to be  expended  by the office of Hawaiian
                   affairs to reimburse the University  of Hawaii system for the
                   cost of  providing  tuition  waivers  for  Hawaiian students.
                   Funds used  for  this  purpose  count  as  credit against the
                   State's liability for ceded land revenue.
SB 1635 SD2 HD1    RELATING TO PUBLIC LAND TRUST.                        JHA,FIN
HSCR 1326          Provides a process to resolve ceded land revenue issues.
SB 803 SD2 HD1     RELATING TO WORKFORCE RESTRUCTURING.                  LAB,FIN
HSCR 1416          Provide for  a  planned  reduction  in  the  size of Hawaii's
                   government and a framework  for  the orderly restructuring of
                   government programs.
SB 450 SD1 HD1     RELATING TO STATE GOVERNMENT.                         LAB,FIN
HSCR 1408          Amends Act 230, Session  Laws  of  Hawaii 1998, to expand the
                   scope, duties, and  responsibilities  of  the managed process
                   committee.
SB 1345 SD2 HD1    RELATING TO EMPLOYMENT COMPENSATION IN THE
HSCR 1334          JUDICIARY.                                            JHA,FIN
                   Increases judicial  salaries.    Eliminates  early retirement
                   provision for judges, including  provision allowing judges to
                   retire whenever the  allowance  reaches  75  per  cent of the
                   member's  average  final   compensation.    Protects  accrued
                   benefits of judges and former judges.

                   Brings Hawaii into  compliance  with the Workforce Investment
                   Act of 1998.
SB 206 HD1         RELATING TO WAGES AND COMPENSATION.                   LAB,FIN
HSCR 1407          Clarifies  that  the   penalty   applied   to  employers  for
                   unjustified wage withholding will  be  equal to the amount of
                   unpaid wages and interest at a  rate of six per cent per year
                   from the date the wages were due.

SB 1235 SD1 HD1    RELATING TO CONSUMER PROTECTION.                      CPC,FIN
HSCR 1374          Allows the State  and  counties  to  designate buildings that
                   shall  comply  with  hurricane  shelter  resistance  criteria
                   adopted by the adjutant general.
SB 46 SD2 HD1      RELATING TO SCHOOL-BASED BUDGETING.                   EDN,FIN
HSCR 1321          Amends chapter  302A,  HRS,  to  facilitate implementation of
                   school-based budgeting, by requiring the DOE to submit to the
                   individual schools and  the  legislature,  by  opening day of
                   each regular session,  a  report  on  its proposed school-by-
                   school  budget  allocation.      Gives  each  school  maximum
                   flexibility in expending its allocated budget.
SB 1307 SD1 HD1    RELATING TO SCHOOL PERFORMANCE.                       EDN,FIN
HSCR 1406          Requires the DOE to  establish a comprehensive accountability
                   system.
SB 1501 SD3 HD2    RELATING TO EDUCATION.                    HSH/HLT,EDN/LAB,FIN
HSCR 1404          Establishes early childhood  screenings for psychological and
                   physiological  development  between  the  child's  second and
                   third birthday; requires DOH to  plan and develop a screening
                   tool.  Requires Director  of  Health to establish and operate
                   no fewer than one school-based  health  center in each of the
                   seven department school districts.  Creates a process whereby
                   existing public schools and new schools may be established as
                   new century charter  schools.    States that current student-
                   centered schools are to be  designated as new century charter
                   schools.  Appropriates unspecified amounts.
SB 585 SD1 HD1     RELATING TO SEXUAL OFFENDERS.                     JHA/PSM,FIN
HSCR 1322          Makes a fourth offense  of  sexual  assault in the 4th degree
                   require mandatory sex offender assessment and/or treatment.

SB 992 SD2 HD1     MAKING AN APPROPRIATION FOR THE HANA COMMUNITY
HSCR 1167          HEALTH CENTER.                                        HLT,FIN
                   Makes  an  appropriation  of  $200,000  to  enable  the  Hana
                   community health center  to  continue  its operations through
                   the current fiscal year.  Appropriates $1,000,000 in FY 1999-
                   2000 and $1,000,000  in  FY  2000-2001  to the Hana community
                   health center to  allow  the  center  to continue its current
                   level of operations.
SB 157 SD1 HD1     MAKING AN APPROPRIATION TO PROVIDE PREVENTIVE DENTAL
HSCR 1394          SERVICES TO ADULTS.                               HSH/HLT,FIN
                   Appropriates funds to provide  preventive dental services for
                   adults.
SB 1499 SD1 HD1    RELATING TO THE RANDOLPH-SHEPPARD
HSCR 1393          REVOLVING ACCOUNT.                                    HSH,FIN
                   Allows the Randolph-Sheppard revolving  account to be used to
                   hire private  attorneys  for  the  state  committee  of blind
                   vendors only after  the  committee first seeks representation
                   from the  AG  and  the  AG  either  deems  itself  unable and
                   unwilling to provide counsel or  the committee finds the AG's
                   representation  inadequate.     Appropriates   funds  to  the
                   revolving account.
SB 1519 SD3 HD1    RELATING TO HOUSING.                                  HSH,FIN
HSCR 1331          Provide protection to  residents  of  housing assisted by HUD
                   who are  at  risk  of  losing  their  housing  subsidy due to
                   changes in the HUD project-based section 8 program; authorize
                   general obligation bonds to the  rental housing trust fund to
                   encourage the  development  and  availability  of  low income
                   rental housing throughout the State of Hawaii.
SB 856 SD2 HD1     RELATING TO LONG-TERM RESIDENTIAL CARE.           HSH/HLT,FIN
HSCR 1330          Among other  things,  improve  the  regulatory environment to
                   reduce fragmentation in the  adult long-term residential care
                   industry  by  consolidating  and  simplifying  organizational
                   categories of facilities, increasing uniformity of regulation
                   across  facility  types,  and  promoting  parity  of provider
                   reimbursement for  similar  services  provided  regardless of
                   facility type;  establish  the  adult  residential  care home
                   personal injury and property damage compensation special fund
                   to compensate the operators  of  adult residential care homes
                   and other persons for  personal  injuries and property damage
                   caused by residents who are  placed in adult residential care
                   homes by the State; and  impose a moratorium on the licensing
                   of new  regular  Type  I  adult  residential  care  homes and
                   requires the department of human services, where appropriate,
                   to encourage its public-pay  clients  to enter these existing
                   underutilized homes.

SB 654 SD1 HD1     RELATING TO LEGISLATIVE AGENCIES.                     LMG,FIN
HSCR 1360          Appropriates funds to the  public  access room for moving and
                   equipment costs.  Require  the  legislative analyst to review
                   all performance-based budgets  submitted  to the legislature.
                   Requires the legislature  to  sell and distribute legislative
                   materials.  Makes  an  appropriation  for an additional full-
                   time staff position for the public access room.
SB 1016 SD1        RELATING TO ADMINISTRATIVE RULES.                     JHA,FIN
HSCR 1285          Limits to 10 cents per  page  the  amount that may be charged
                   for copies of rules.   Allows separate charges for searching,
                   identifying, and segregating  rules  to  be copied.  Requires
                   posting of  full  text  of  proposed  rules  on  LG's website
                   effective 1/1/2000.
SB 646 SD2 HD2     RELATING TO GOVERNMENT.                           WLU,JHA,FIN
HSCR 1329          Changes the cost of copying  government records from 50 cents
                   to (   ) cents.    Expands  powers  of  the Barbers Point NAS
                   Redevelopment  Commission.      Expands  responsibilities  of
                   Stadium  Authority  to  include  Kapolei  Recreational Sports
                   Complex; creates Kapolei  recreational sports complex special
                   fund.  Allows the  Attorney  General to charge state agencies
                   attorney  fees  and  costs  incurred  in  the  collection  of
                   delinquent debts  owed  the  State.    Establishes  the civil
                   recoveries special fund.

                   Authorizes employers  to  provide  employees  with  up to one
                   unpaid hour per working  day  to  breastfeed or express milk.
                   Specifies that it is a discriminatory practice to restrict or
                   limit the right of a woman  to  breastfeed a child in a place
                   of public accommodations.

                   Permits court in certain cases to waive jurisdiction of other
                   felony charges arising  from  the  same  episode to which the
                   minor was  waived.    Provides  for  public  inspection  of a
                   minor's legal records if  the  proceeding or case involves an
                   act resulting  in  the  death  of  a  victim.    Provides for
                   expungement of records  procedures  for  minor  who was taken
                   into custody but not adjudicated.

                   Allows private schools  to  develop  procedures for obtaining
                   verifiable  information  regarding  the  criminal  history of
                   persons  who  are  employed  or  are  seeking  employment  in
                   positions which place them in close proximity with children.
SB 1032 SD1 HD1    RELATING TO INVOLUNTARY 
                   PSYCHIATRIC TREATMENT.                            HLT,JHA,FIN
                   Authorizes DOH to adopt  administrative rules to establish an
                   administrative  process  allowing  involuntary  medication of
                   psychiatric patients  institutionalized  at  the Hawaii State
                   Hospital in order  to  alleviate  mental  illness and restore
                   competency while protecting the rights of patients.
SB 605 SD1 HD1     RELATING TO CIVIL RIGHTS.                             LAB,JHA
                   Establishes a civil  cause  of  action  and enhanced criminal
                   penalties for hate  crimes  against  persons because of race,
                   color,   religion,   ancestry,   national   origin,   gender,
                   transgender, sexual orientation,  age or disability; provides
                   a reporting mechanism  to  compile,  track,  and analyze hate
                   crimes data.
SB 1151 SD1 HD1    RELATING TO CIVIL RIGHTS.                             LAB,JHA
                   Adds  familial  status  as   a   protected  status  in  anti-
                   blockbusting law.
SB 1254 SD1        RELATING TO STATUTE OF LIMITATIONS.                       JHA
                   Extends the statute of limitations  for class A felonies from
                   six years to ten years  and  class  B from three years to six
                   years.  Provides that class C felonies remain at three years.

    An  informational  briefing  will  be  held  to  consider  responses  by the
Department of Human Services to the  State  Audit Report on the Child Protective
Services Division and to discuss: 

         (1)  Corrective actions to problems identified in the Audit;

         (2)  Follow-up to recommendations contained in the Audit; and

         (3)  Establishment of an  external  oversight  committee to oversee the
              operations of the division and  to  regularly report to the public
              and legislature.

    The Department of Human Services, Office of the State Auditor, Office of the
Attorney General, and Family  Court  have  been  invited  to participate in this
briefing.
