                   Transfers the staff of the school-to-work opportunities pilot

                   executive council to the DOE.

HSCR 1410          Clarifies that amusement rides  are  subject  to the Boiler &
                   Elevator Safety Law.  Raises the civil penalty to $10,000 for
                   each violation.  Makes  technical  amendments to the Boiler &
                   Elevator Safety Revolving Fund.
SB 1281 SD2 HD1    RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.         LAB,FIN
HSCR 1314          Requires the Employees'  Retirement  System Board of Trustees
                   to  appoint  a  chief  investment  officer  and  an assistant
                   administrator.  Requires  the  Attorney  General  to serve as
                   legal advisor to the Board of Trustees.
SB 1282 SD2 HD1    RELATING TO INVESTMENTS OF THE EMPLOYEES' RETIREMENT
HSCR 1315          SYSTEM.                                               LAB,FIN
                   Allows the board  of  trustees  of  the employees' retirement
                   system to invest  in  real  estate  through limited liability
                   companies and similar entities.
SB 1544 SD2 HD1    RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.         LAB,FIN
HSCR 1316          Gives current deputy  sheriffs  of  the  Department of Public
                   Safety  and  conservation   and   resources  law  enforcement
                   officers of the Department of  Land and Natural Resources the
                   option of converting from class  C  to class A members of the
                   Employees' Retirement System.  Allows current deputy sheriffs
                   and conservation and  resources  law  enforcement officers to
                   retire  after  25  years  of  service  irrespective  of  age.
                   Requires deputy sheriffs  and  conservation and resources law
                   enforcement officers hired after 6/30/99 be class A members.

SB 59 SD1 HD1      RELATING TO PUBLIC CONTRACTS.                         EDB,FIN
HSCR 1137          Extends the limits on  the  amount  a contractor may withhold
                   from a  subcontractor  to  the  amounts  a  subcontractor may
                   withhold from another  subcontractor  for retainage to insure
                   proper performance on public  contracts.  Repeals prohibition
                   from retaining any amount after fifty per cent of the work is
                   satisfactorily performed.
SB 1101 SD1 HD1    RELATING TO REMEDIES OF PART VII, CHAPTER 103D, HAWAII
HSCR 1325          REVISED STATUTES.                                     JHA,FIN
                   Provides changes  to  the  procurement  code  to  clarify the
                   provisions for protests and related available remedies.
SB 1117 SD1 HD1    RELATING TO THE HAWAII PUBLIC PROCUREMENT 
HSCR 1409          CODE.                                                 LAB,FIN
                   Requires the procurement policy  office, in consultation with
                   the department of budget  and  finance,  to adopt rules for a
                   managed procurement  process  that  evaluates the efficiency,
                   effectiveness, and  economy  of  the  purchase  using uniform
                   accounting standards.   Exempts  contracts for legal services
                   outside Hawaii from the requirements of the state procurement
                   code.
SB 1300 SD1 HD1    MAKING AN EMERGENCY APPROPRIATION TO PAY THE SHARE
HSCR 1309          OF HEALTH INSURANCE  CARRIER  REFUND  AND RATE CREDIT AMOUNTS
                   DUE TO THE FEDERAL GOVERNMENT.                        LAB,FIN
                   Appropriates $        for  FY  1998-1999  as federal share of
                   health insurance carrier refunds and rate credits.
SB 366 SD1 HD1     RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND.         LAB,FIN
HSCR 1310          Amends the composition  of  the  Employer-Union Trust Concept
                   Committee;  its  reporting   requirements;  and  extends  its
                   existence until 6/30/01.
SB 1102 SD1 HD1    RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND.         LAB,FIN
HSCR 1184          Removes the responsibility  for  funding  the annual audit of
                   the  fund  from  the  state  comptroller  and  makes  it  the
                   responsibility of the health fund.
SB 1288 SD1 HD1    RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND.         LAB,FIN
HSCR 1381          Permits Hawaii Public Employees Health Fund Board of Trustees
                   to contract for more than one type of benefit plan.
SB 1290 SD1 HD1    RELATING TO HEALTH BENEFITS FOR PART-TIME,
HSCR 1312          TEMPORARY, AND SEASONAL OR CASUAL EMPLOYEES.          LAB,FIN
                   Offers health insurance coverage to part-time, temporary, and
                   seasonal  or  casual  employees   at  no  expense  to  public
                   employers.
SB 211 SD1 HD1     RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.         LAB,FIN
HSCR 1313          Extends ERS pensioners' bonus until July 1, 2001.
SB 1294 SD1 HD1    RELATING TO THE PUBLIC EMPLOYEES HEALTH FUND.         LAB,FIN
HSCR 1382          Specifies that the  State  and  counties  shall  pay into the
                   Public  Employees  Health   Fund   (Health  Fund)  a  monthly
                   contribution  of  $43.80   for  voluntary  medical  insurance
                   coverage.  Requires  state  and  county retired employees and
                   their spouses  to  enroll  in  the  federal  Medicare  Part B
                   insurance program.    Mandates  the  Department  of Labor and
                   Industrial Relations to conduct  a  study  of the Health Fund
                   and report back to the Legislature by January 10, 2000.

HSCR 1186          FROM  COLLECTIVE  BARGAINING  AND  MAKING  APPROPRIATIONS AND
                   OTHER ADJUSTMENTS.                                    LAB,FIN
                   Appropriates funds for the Office of the Legislative Auditor,
                   the Ethics Commission, the  Legislative Reference Bureau, and
                   the Ombudsman to  pay  for  salary  increases  and other cost
                   adjustments.
SB 1046 SD3 HD1    RELATING TO THE CIVIL SERVICE SYSTEM FOR PUBLIC
HSCR 1411          OFFICERS AND EMPLOYEES.                               LAB,FIN
                   Requires the director  of  the  department of human resources
                   development to establish a task  force to modernize the civil
                   service system.

SB 1180 SD1        RELATING TO THE INCOME TAXATION OF NONRESIDENTS.          FIN
                   Repeals  section  235-4.3,  and  its  method  for calculating
                   nonresident taxpayers'  income  taxes  and  institutes  a new
                   method.  Repeals the authority  of the department of taxation
                   to exempt nonresident employees from withholding to sunset on
                   September 1, 2002.
SB 44 SD1 HD1      RELATING TO TAXATION.                                 EDB,FIN
HSCR 1424          Exempts  exported  services  from  the  general  excise  tax;
                   imposes a use tax on imported services.
SB 638 SD1 HD1     RELATING TO TAXATION.                                 EDB,FIN
HSCR 1425          Expands the treatment  of  intermediary  sales of services by
                   treating all intermediary services as wholesale sales.
SB 744 SD1 HD1     RELATING TO TAXATION.                             EDB/CPC,FIN
HSCR 1428          Exempts certain activities of call centers from taxation.
SB 1583 SD2 HD1    RELATING TO TECHNOLOGY.                               EDB,FIN
HSCR 1422          Among other things, consolidates  high  tech agencies under a
                   special  advisor  for  technology  development;  creates  tax
                   credits  for  technology   training   or   job  creation  and
                   investment in new  high  technology businesses; prohibits the
                   imposition of taxes on  internet commerce; and provides other
                   incentives for Hawaii high tech companies.
SB 1079 SD1 HD2    RELATING TO PERMIT PROCESSING.                    EDB,CPC,FIN
HSCR 1372          Changes the name of the "consolidated application process" to
                   the  "facilitated   application   process".      Expands  the
                   membership of the permit process task force.  Limits the task
                   force's  focus  to   county   building  permit  applications.
                   Provides a sunset date for the task force of 6/30/2002.
SB 1072 SD1 HD1    RELATING TO THE HAWAII CAPITAL LOAN PROGRAM.          EDB,FIN
HSCR 1152          Provide appropriate effective dates for the implementation of
                   the business loan guarantee  program  and an extension of the
                   effective date for the  neighbor island preferential business
                   loan interest rate.

SB 816 SD1 HD1     RELATING TO THE CONVENTION CENTER.                    TSM,FIN
HSCR 1419          Among other things,  sunsets  the convention center authority
                   on June 30,  2001.    Assigns  the  responsibility to market,
                   operate, manage, and  maintain  the  Hawaii convention center
                   facility to the  Hawaii  tourism  authority  on July 1, 2001.
                   Transfers all moneys in  the Hawaii convention center capital
                   and operations special funds  to  the tourism special fund on
                   July 1, 1999.    Assigns  the  funding responsibility for the
                   debt service  and  operating  requirements  of the convention
                   center to  the  Hawaii  tourism  authority  on  July 1, 1999.
                   Appropriates funds for FB 99-01 from the tourism special fund
                   for the operations and expenses of the convention center.
SB 1279 SD2 HD1    RELATING TO THE UNIVERSAL SERVICE FUND.           EDB,CPC,FIN
HSCR 1371          Clarifies the purpose  and  intent  of  the universal service
                   program  by:  transferring  the  placement  of  the universal
                   service fund outside  of  the  state  treasury; exempting the
                   fund  from   central   services   expenses  and  departmental
                   administrative expenses surcharge; restricting the use of the
                   fund to the universal  service program; clarifying the source
                   of  the  fund  and  use  of  interest  earned  therefrom; and
                   appropriating funds from the  universal  service fund for the
                   purposes of the universal service program.

SB 1089 SD1        RELATING TO COMMERCIAL MARINE LICENSES.           OMR,JHA,FIN
HSCR 1296          Deletes   obsolete   and   unnecessary   language;  clarifies
                   reporting requirements for commercial marine licensees.
SB 1321 SD2 HD1    RELATING TO OCEAN LEASING.                            OMR,FIN
HSCR 1332          Clarify statutes dealing  with  the  leasing  of state marine
                   waters for aquaculture and mariculture purposes.
SB 813 SD2 HD1     RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE
HSCR 1396          BONDS TO ASSIST THE GAS UTILITY SERVING THE GENERAL

                   Authorizes the issuance of  special  purpose revenue bonds to
                   assist The  Gas  Company,  a  division  of Citizens Utilities
                   Company,  in  providing  gas   services  and  making  capital

HSCR 1298          Includes factors to be  considered when determining civil and
                   administrative penalties regarding  the state water pollution
                   law.  Allows the DOH to establish a permanent exempt position
                   for an ecological risk assessor.  Adds a new license category
                   for environmental health  services  professionals.  Clarifies
                   certain provisions relating to the DOH.
SB 1404 SD1 HD1    RELATING TO WASTEWATER REUSE.                         EEP,FIN
HSCR 1344          Defines "recycled  water"  or  "reclaimed  water"  as treated
                   wastewater  that  by  design  is   intended  or  used  for  a
                   beneficial purpose.

SD 1               Requires  insurance  commissioner  to  study  feasibility  of
                   requiring real  estate  professionals  to  maintain liability
                   insurance in exchange  for  exclusion  from joint and several
                   liability.  Requires  insurance  commissioner to collect tort
                   claim data.  Allows insurance commissioner to adjust rates.

                   Establishes  a  fair   market   value   standard  (FMVS)  for
                   appraising the leased fee interest of condo and co-op housing
                   corp. for leases that  do  not  specify an appraisal standard
                   and for leases on or after effective date of this Act; allows
                   FMVS if lessor and lessee agree prior to date of this Act.
