                   forfeitures of cigarettes.   Repeals  the  law in 2005 if the
                   legislative auditor finds that  the  law  has not reduced the
                   loss of  tax  revenue  due  to  the  illegal  sale of untaxed
                   cigarettes by the 2005 regular session.

HSCR 1350          Changes the  need  for  annual  criminal  history  checks for
                   foster boarding homes after the  first two years, so that the
                   subsequent checks may be  annual  or biennial, in conjunction
                   with the certification schedule  of  the home.  Allows foster
                   boarding  homes  to  care  for  more  than  five  children to
                   accommodate sibling groups.

                   1/5 to 30% of tenant's income over a two year period.
