              provisions into  a  single  section  and  mandates that continuing

HD 1          Requires all health insurers, mutual benefit societies, and
HSCR 1429     health maintenance organizations  to cease excluding contraceptive
              services and supplies from coverage  by repealing the provision of
              such coverage as  an  employer  option;  exempts certain employers
              from providing coverage for contraceptive health care services and
              supplies that are contrary to the employer's religious tenets.

HD 1          Exempts health insurance offered under federally funded programs
HSCR 1400     under the Social  Security  Act,  as  amended, by insurers, mutual
              benefit  societies,  and  health  maintenance  organizations, from
              mandated coverage requirements.
SB 830 SD1    RELATING TO HEALTH INSURANCE REIMBURSEMENT.                CPC,FIN
HD 1          Requires health insurers, mutual benefit societies, and health
HSCR 1430     maintenance  organizations  to  reimburse  providers  and patients
              within a specified time period.
SB 1131 SD1   RELATING TO INSURANCE.                                     CPC,FIN
HD 1          Increases the mandatory insurer contribution to the insurance
HSCR 1347     examiners revolving  fund,  from  $550  to  $800.   Repeals sunset
              provisions of fund and of  other National Association of Insurance
              Commission's accreditation requirements.
SB 1129 SD2   RELATING TO INSURANCE.                                     CPC,FIN
HD 1          Requires continuing education for insurance agents as a
HSCR 1431     prerequisite  for  license  renewal.  Creates  insurance licensing
              administration special fund and increases fees.  Consolidates most
              of Insurance Division funds into Insurance Regulation Special Fund
              to be used to administer  Title  24 insurance laws.  Exempts HEMIC
              from  levy  of  insurers  based  on  percentage  of  gross workers
              compensation insurance  premiums,  up  to  first  $25,000,000 each
              year.
SB 1145 SD2   RELATING TO THE DEPARTMENT OF COMMERCE AND
HD 1          CONSUMER AFFAIRS                                           CPC,FIN
HSCR 1225     Combines most of DCCA special and revolving funds into compliance
              resolution fund, to be managed  at a department-wide level to fund
              DCCA operations, and that would not be subject to central service,
              administrative  expense  reimbursement,   or  other  general  fund
              deductions or reversions. 
SB 949 SD1    RELATING TO THE UNIFORM UNINCORPORATED NONPROFIT

HSCR 1397     Adopts the Uniform Unincorporated Nonprofit Association Act. Gives
              entity separate identity from members  for purposes of transfer of

HD 1          Adds definitions for the term ephedrine.  Makes technical
HSCR 1365     corrections  to  the  existing   law.     Updates  record  keeping
              requirements for controlled substances from  two to five years and
              clarifies that communications  by  physicians  for  the purpose of
              disclosing   prescription   drug    abuses   is   not   privileged
              communications.
SB 680 SD1    RELATING TO FIREWORKS.                                     JHA,FIN
HD 1          Allows the counties to regulate the use of non-aerial common
HSCR 1324     fireworks through the issuance of  certificates  of use.  Makes it
              unlawful to possess or purchase  fireworks without a valid permit.
              Makes it a misdemeanor  to  possess, purchase, sell, transfer, set
              off, ignite, or  discharge  aerial  common fireworks without first
              having obtained a license or permit as required by section 132D-7,
              HRS.

HD 1          Allows probation as an option for sentencing for income tax

              Requires the establishment of a  canine corps in the Department of
              Public Safety.
SB 1163 SD1   RELATING TO THE RELEASE OF PRE-TRIAL INMATES.          PSM/JHA,FIN
HD 1          Extends for one year the emergency release mechanism for pre-trial
HSCR 1249     inmates.    Corrects   statutory   reference  in  connection  with
              detainees found to be mentally defective or incapacitated.
SB 1274 HD1   RELATING TO PUBLIC SAFETY.                             PSM/EDN,FIN
HSCR 1281     Transfers the responsibility  of  the  administration of the night
              security program for selected  public  schools from the Department
              of Public Safety to  the  Department  of Education. Authorizes the
              governor to  proceed  with  the  development  of  private in-state
              correctional  facilities  or  an  in-state  correctional  facility
              utilizing public funds or private  funds, or a combination of both
              to  reduce  prison  overcrowding,  subject   to  the  need  for  a
              certificate of participation if private funds are used.  Addresses
              the prison  overcrowding  issue  by  continuing  the comprehensive
              schedule   of    incarceration    alternatives    and   continuing
              rehabilitative   and   assistive   programs   for   arrestees  and
              incarcerated persons.
SB 1481 SD1   MAKING AN APPROPRIATION FOR THE HAWAII ISLAND
HSCR 1280     VETERANS MEMORIAL INC.                                     PSM,FIN
              Appropriates unspecified  sum  as  grant-in-aid  to  Hawaii Island
              Veterans Memorial Inc.  to  build  a  combined  veterans center in
              Hawaii county.
