SD 2 HD 1     Establishes the USF as a separate fund outside the State treasury;
              exempts  the  USF  from  administrative  surcharges;  provides for
              repayment of moneys loaned to  the  USF when sufficient moneys are
              collected in the USF; and  appropriates  $300,000 from USF for the
              universal service program.

SD 1 HD 1     Extends the sunset date for the Hawaii teacher standards board and
              the law providing for the issuance of certificates to teachers who
