         obligations under  chapter  304,  HRS,  in  fiscal  year  1998-1999, by
         addressing the  budgetary  shortfall  resulting  from  the  transfer of
         fiscal year 1997-1998 encumbrances  to  fiscal year 1998-1999 which was
         necessitated by the  University  of  Hawaii  having  to pay its faculty
         members on June 30, 1998 instead of July 1, 1998. 
SB 1184  RELATING TO MANAGEMENT OF FINANCING AGREEMENTS FOR

         abuse of a family or household member.

         Eliminates  requirement  that  multiple  offenses  be  charged "through
         complaint or indictment"  with  respect  to district court's concurrent
         jurisdiction of abuse  of  family  or  household  member offenses, when
         multiple offenses are involved,  of  which  at  least one is within the
         jurisdiction of the district court.
SB 1469  RELATING TO THE ADJUDICATION OF TRAFFIC INFRACTIONS.            JHA,FIN
         Repeals Chapter 291D,  HRS,  relating  to  the  adjudication of traffic
         infractions.

         cents.    Expands  powers  of   the  Barbers  Point  NAS  Redevelopment

SD2 HD1  Defines burial specialist and heiau.  Establishes a burial site program

SD 1     Allows the issuance of  special  license  plates to those civilians who
         provided service to  the  United  States,  on  Oahu,  or  offshore at a
         distance of not more than three  miles  at  the time of the December 7,
         1941 attack on Pearl Harbor.
SB 709   RELATING TO TRAFFIC ENFORCEMENT.                                TRN,FIN
SD 1     Amends the photo red  light  imaging  and  photo speed imaging detector
         demonstration project by  including  other  photo technology systems to
         improve traffic enforcement and  reduce traffic congestion by producing
         photographic identification  of  a  vehicle  which crosses longitudinal
         traffic lane markings.
SB 1403  RELATING TO THE TRAFFIC CODE.                                   TRN,JHA
         Allows transportation departments  of  the  state  and  counties to use
         highway markings or curb markings to indicate parking prohibitions.
SB 700   RELATING TO LOW-SPEED VEHICLES.                                 TRN,JHA
SD 2     Regulates neighborhood electric vehicles, which are designed to operate
         at speeds of 25 miles  per  hour  or  less.  Requires these vehicles to
         display slow moving vehicle emblems.
SB 984   RELATING TO GENERAL CASUALTY INSURANCE.                         TRN,CPC
SD 1     Permits certain contracts of  warranty  or guaranty to include coverage
         for towing and substitute transportation.

         Excludes from definition of  public  utility any facility that reclaims
         wastewater  provided  that  the  sole   function  of  the  facility  is
         processing  and  distribution  of  secondary  treated  wastewater,  the
         facility is not processing food wastes, and is not selling water to the
         residential customers.
SB 30    RELATING TO ENDANGERED SPECIES.                                 EEP,FIN
         Allows the department of land and  natural resources to produce a state
         endangered species ornamental stamp.

         also creates a joint  legislative  task  force to gather information to

         to assist in reducing the size  and bureaucracy of state government and

SD 1     Provides for first  deputies  for  the ombudsman, legislative reference
         bureau, auditor, and legislative  analyst.   Also appropriates funds to
         relocate the  Public  Access  Room  and  purchase additional equipment.

         legislature to sell and distribute legislative materials.
