         of Education for 5 years.

         including a  student  assessment  program  and  a  school profile which
         reports on student  performance  measures,  school attendance, drop-out

SD 1     Proposed HD  1:    Allows  private  schools  to  develop procedures for
         obtaining verifiable  information  regarding  the  criminal  history of

SB 1146  RELATING TO THE HAWAIIAN HOMES COMMISSION ACT, 1920, AS

         Authorizes that a homestead lessee  may transfer the leasehold interest
         in a tract to  a  spouse,  child,  or  grandchild  who is at least one-
         quarter Hawaiian.
SB 1345  RELATING TO EMPLOYMENT COMPENSATION IN THE

         Provides salary increases  for  judges.   Changes retirement provisions
         for future judges.

SD 1     Permits the court to assess  a  sum  not  to  exceed $50 when issuing a
         bench warrant.

SD 1     Allows  waiver  of  notice  in  guardianship  proceedings  where person
         requiring notice cannot be found.

SD 1     Permits court in certain  cases  to  waive jurisdiction of other felony
         charges arising from the same  episode  to  which the minor was waived.
         Provides for  public  inspection  of  a  minor's  legal  records if the
         proceeding or case involves an act  resulting in the death of a victim.
         Provides for expungement of records  procedures for minor who was taken
         into custody but not adjudicated.

SD 1     Providing uniform sentences upon a violation of a temporary restraining
         order,  protective  order,  or   restraining   order  upon  divorce  or
         annulment.

SB 829   RELATING TO THE HAWAII RULES OF EVIDENCE.                           JHA
SD 1     Amends the Hawaii Rules of Evidence to conform to the federal rule with
         respect to sex offense  cases  and  the  relevance of the victim's past
         behavior. Adopts  new  rule  that  conforms  to  the  federal rule with
         respect to the admissibility of evidence of similar acts in civil cases
         concerning sexual assault or child molestation.
SB 1109  RELATING TO NOTICE OF BREACH OR DEFAULT.                        JHA,FIN
SD 1     Provides lease management flexibility to  the Board of Land and Natural
         Resources when it handles breaches of land leases or rent defaults.
SB 1016  RELATING TO ADMINISTRATIVE RULES                                JHA,FIN
SD 1     Limits to 10 cents a page  the  amount each state agency other than the
         LTG may charge  for  copies  of  rules.    Allows  separate charges for
         searching, identifying, and  segregating  rules  to be copied. Requires
         posting of full  text  of  proposed  rules  on  LTG's website effective
         1/1/2000.
SB 1101  RELATING TO REMEDIES OF PART VII, CHAPTER 103D,
SD 1     HAWAII REVISED STATUTES.                                        JHA,FIN
         Clarifies procedures and  requirements  for  protesting  an  award of a
         public  contract,  and  expands  upon  provisions  related  to remedies
         available when contract has been  solicited  or awarded in violation of
         the procurement code.
SB 1462  RELATING TO ELECTIONS.                                          JHA,FIN
SD 1     Makes the  office  of  elections  and  the  elections appointment panel
         permanent; requires the panel to  create an elections review program to
         establish  performance   standards   for,   and   to  conduct  biennial
         performance  evaluations  of,  the   operation  of  elections  and  the
         performance the chief election officer.
SB 628   RELATING TO ELECTIONS.                                              JHA
SD 1     Amends  election  law  to  add  a  new  definition  for  "ballot  issue
         committee".  Redefines  "committee"  to  exempt  any organization which
         raises  or  expends  funds  for  the  sole  purpose  of  production and
         dissemination of  informational  or  educational  advertising.   Amends
         other portions of the election law.
SB 1502  RELATING TO CAMPAIGN SPENDING.                                      JHA
SD 1     Allows expenses incurred incidental  to a political campaign fundraiser
         to be considered legitimate  expenditures,  and requires a candidate or
         candidate's committee  to  file  a  report  with  the campaign spending
         commission disclosing disbursements for electioneering communications.
SB 926   RELATING TO DRUG DEMAND REDUCTION ASSESSMENTS.                  JHA,FIN
SD 2     Increases offenses for which  drug  demand  reduction assessment may be
         imposed.  Authorizes expenditure from fund to supplement drug treatment
         and other drug demand reduction programs.
SB 1160  RELATING TO CONTROLLED SUBSTANCES.                              JHA,FIN
SD 2     Amends Hawaii's Uniform Controlled Substances Act to conform to changes
         in federal and State law.

         condominium projects.
SB 1134  RELATING TO REVERSE MORTGAGES.                                      CPC
SD 1     Requires  lenders  to  refer  borrowers   to  a  HUD  approved  housing
         counseling agency for counseling prior  to accepting an application for
         a reverse mortgage loan.   Makes  failure to comply with requirement an
         unfair or  deceptive  act  or  practice.    Exempts  certain loans from
         counseling requirement.
SB 776   RELATING TO FINANCIAL SERVICES LOAN COMPANIES.                      CPC
         Allows depository financial services  loan  companies  to  hold up to a
         quarter of their total  reserves  in  securities listed on the National
         Market  system  of  the  National  Association  of  Securities  Dealers
         Automated Quotation System stock market.
SB 1132  RELATING TO THE INSURANCE CODE.                                     CPC
         Amends  the  provisions  governing  examination  and  investigations of
         captive insurance companies.
SB 1262  RELATING TO CAPTIVE INSURANCE.                                      CPC
         Establishes classes of captive insurance companies.
SB 970   RELATING TO BAIL BONDS.                                             CPC
SD 1     Exempts bail bond rates from insurance rate filing requirements.
SB 1517  RELATING TO ACUPUNCTURE PRACTITIONERS.                              CPC
SD 1     Extends to July 1, 2001,  the  date acupuncture schools have to achieve

         appropriates funds for a long-term care managed care waiver.

SD 3     Defines  new  century  schools  with  alternate  educational  programs.
         Creates a process whereby existing  public  schools and new schools may
         be established as new  century  schools.   States that current student-

         an appropriation  for  an  early  childhood  development  and education
         center.

         Eliminates  requirement  that  multiple  offenses  be  charged "through
         complaint or indictment"  with  respect  to district court's concurrent
         jurisdiction of abuse or family member offenses, when multiple offenses

SD 1     Allows the Director of Human  Services  to appoint members of the child
         protective services reform committee;  allows  DHS to share information

         Revises the composition of  the  Rehabilitation Council to conform with

         Allows the  state  to  continue  to  "opt  out"  from  federal benefits
