SD 1     Extends the sunset date for the  Hawaii teacher standards board and the
         law providing for the issuance of  certificates to teachers who are not
         required to obtain a license  or  credential from the teacher standards
         board to June 30, 2010; provides staggered terms for new members.
SB 1273  RELATING TO CRIMINAL HISTORY CHECKS FOR TEACHER
SD 2     TRAINEES.                                                   EDN,JHA,FIN
         Requires the employer to  conduct  criminal history checks for teachers
         and teacher trainees, employees  of  the  DOE  and private schools, and
         employees of the counties who are in close proximity to children.
SB 1154  RELATING TO LIBRARY ENHANCED SERVICES PROGRAM.                  EDN,FIN
         Continues the Library Enhanced  Services  program through July 1, 2002,
         past its original sunset date of July 1, 1999.
SB 1155  RELATING TO REALLOCATION OF VACANT LIBRARY 
SD 1     POSITIONS.                                                  EDN,LAB,FIN
         Extends  the  already-existing  authority  of  the  state  librarian to
         administratively reallocate vacant positions and to establish temporary
         positions for three years, until 2002.
SB 1156  RELATING TO COST-RECOVERY FEES FOR DELINQUENT LIBRARY
SD 2     ACCOUNTS.                                                       EDN,FIN
         Allows the board of education to impose a cost-recovery fee of not more
         than $10 as a result of  any  action taken to enforce the collection of
         costs of lost books and any overdue fines and fees charged to a library
         patron.
SB 1157  RELATING TO THE STATE LIBRARIAN.                                EDN,FIN
SD 1     Allows the Board of  Education  to  appoint the State Librarian without
         regard to state residency provisions and  for  a term of up to 4 years.
         Allows the Board of Education to  set the salary of the state librarian
         without a cap until July.

         of section 287-3(a), HRS; requires adoption of rules per chapter 91.

         Increases the number of circuit  court  judges  in the fifth circuit by
         one.

SD 1     Defines good cause exemption for possession of firearms by a person who
         is the subject of a restraining order.

SD 1     Permits courts to order visitation rights for a parent who has murdered
         the other parent of  the  child  only  if  the  physical safety and the
         psychological well-being of the child can be protected.
SB 1118  RELATING TO HABITUAL CRIMINAL BEHAVIOR.                             JHA
SD 1     Creates two new felony  offenses  of habitual criminal behavior against
         persons and habitual criminal behavior against property.

SD 1     Revises the statutory elements of murder and revises the extreme mental
         or emotional disturbance defense.
SB 1122  RELATING TO FIREARMS.                                               JHA
SD 1     Clarifies that use  of  a  firearm  to  commit  a  felony is a separate
         offense from the underlying felony  and  should be treated as such upon
         conviction and sentencing.
SB 1254  RELATING TO STATUTE OF LIMITATIONS.                                 JHA
SD 1     Extends the statute of limitations for  class A felonies from six years
         to ten years and class B from  three years to six years.  Provides that
         class C felonies remain at three years.
SB 21    RELATING TO ATHLETIC CONTEST OFFICIALS.                             JHA
SD 1     Amends definition of "educational worker" for purpose of the offense of
         assault in the 2nd degree.
SB 922   RELATING TO UNAUTHORIZED CONTROL OF PROPELLED VEHICLE.              JHA
SD 1     Includes the "knowingly" state of  mind  to the offense of unauthorized
         control of a propelled vehicle.
SB 919   RELATING TO ROBBERY.                                                JHA
SD 1     Amends definition of "dangerous  weapon"  to  include an animal that in
         the manner used or threatened to  be used is capable of producing death
         or serious bodily injury.
SB 931   RELATING TO WIRETAPPING AND ELECTRONIC SURVEILLANCE.                JHA
         Conforms state wiretapping and  electronic  surveillance law to federal
         law.

SD 1     Provides a civil cause of  action  for  damages to persons injured as a
         result of being coerced into prostitution.

SD 1     Amends the elections law to  make  it  easier  for a political party to
         qualify and operate in Hawaii.
SB 1421  RELATING TO TAXATION.                                           JHA,FIN
SD 1     Allows probation as an option for sentencing for income tax offenses.
SB 186   RELATING TO TORT LIABILITY.                                         JHA
SD 1     Limits tort liability for breach of a contract; allows a pleader to use
         fictitious names to  name  defendants  whose responsibility for alleged
         wrongful  acts  or  whose  identities  are  not  known  with reasonable
         certainty,  and  brings   these   defendants   within  the  statute  of
         limitation.

         Allows bicyclists to  travel  on  the  edge  of  roadways, except under
         certain conditions.
SB 665   RELATING TO MOTORCYCLE INSURANCE.                               TRN,CPC
SD 2     Includes  courses  that  are  approved  by  the  armed  services branch
         installation  commander  and  that  meet  motorcycle  safety foundation
         standards as acceptable motorcycle  education  courses for the purposes
         of qualifying for motorcycle liability coverage.
SB 27    RELATING TO MOTOR VEHICLE REGISTRATION.                         TRN,CPC
         Removes the requirement that an owner of a vehicle in storage present a
         certificate  of  inspection  that  is  issued  after  the  recording of
         storage, if the certificate of  inspection expired during the period of
         storage.
SB 1280  RELATING TO MOTOR CARRIERS.                                     TRN CPC
         Enables the Public Utilities  Commission,  in  its discretion, to grant
         temporary authority to a  common  or  contract motor carrier to provide
         transportation services when an urgent need arises.

SD 2     Allows the harbors division  to enter into cost-reimbursement contracts
         with maritime operators or tenants for public improvements.

SD 2     Appropriates a blank  amount  for  an  interisland ferry system between
         Maui and Molokai.
SB 1194  RELATING TO SCHOOL BUSES.                                           TRN
SD 1     Allows school buses to use HOV and zipper lanes.

SD 2     Amends driving impaired  statutes  to  consolidate and conform offenses
         relating to operating  a  vehicle  while  using  an  intoxicant.  Makes
         conforming amendments.
SB 1168  RELATING TO COMMERCIAL DRIVER LICENSING.                    TRN,JHA,FIN
SD1      Authorizes the  State  to  license  a  driver  with  a valid commercial
         license from another state or  Canadian province, without requiring the
         driver to pass a knowledge or skills test.

         taxable year  for  a  qualified  long-term  care  insurance contract as

SB 856   RELATING TO LONG-TERM RESIDENTIAL CARE                     HSH/HLT, FIN
SD 2     Consolidates and  provides  for  uniform  regulation  of  various adult
         residential care facilities  and  promotes  parity of reimbursement for
         services provided.
         Establishes an information and  referral process through appropriations
         to  the  DOH  to  implement  screening.    Requires  use  of  a uniform
         assessment tool.  Effective 7/1/99.

SD 1     Deletes  obsolete  and  unnecessary   language;  clarifies    reporting
         requirements for commercial marine licensees

SD 2     Clarifies various sections of  chapter  190D, HRS, dealing with leasing
         of State marine waters for aquaculture and mariculture purposes.
SB 560   RELATING TO SPECIAL MANAGEMENT AREAS.                               OMR
SD 1     Defines "substantial adverse environmental  or ecological effect" as it
         relates to special  management  areas  to  mean  that  public health or
         ecological  risk  assessment   methodologies   resulted  in  actual  or
         predicted findings of significant  risk  to public health or ecological
         resources in specified cases.
