HSCR 350      Creates  a  public-private   infrastructure  program  to  transfer
              projects to improve infrastructure systems and facilities from the
              State and local governments to  the  private sector or to expedite
              and allow the creation  of  infrastructure systems and facilities.

              Exempts from the general  excise  tax amounts received by employee

HB 1726 HD1   RELATING TO FAMILY HEALTH SERVICES.
HSCR 654      Appropriates  funds  to  provide  necessary  funds  to  enable the
              department of human services to raise the income eligibility level
              for the medically needy  program  to  one hundred thirty-three per
              cent of the assistance allowance. (HSH/HLT,FIN)
HB 1624 HD1   RELATING TO CAPTIVE INSURANCE.
HSCR 389      Authorizes license and  renewal  fees  and  other  fees of captive
              insurance companies  to  be  set  by  the  insurance commissioner.

HB 1055 HD1   RELATING TO VEHICLE TAXES.
              Authorizes the counties  to  impose  an  ad  valorem  tax on motor
              vehicles. (FIN)
HB 1056 HD1   RELATING TO THE RENTAL  MOTOR  VEHICLE  AND TOUR VEHICLE SURCHARGE
              TAX.
              Increases the rental vehicle surcharge from $2 to $3.  (FIN)
HB 833 HD1    RELATING TO THE UNIVERSITY OF HAWAII.
              Creates the University Activities Discretionary Fund.  Exempts the
              U.H. from allotment limits  on  expenditures.  Authorizes the U.H.
              to borrow up to $10  million  from financial institutions.  Allows
              U.H. to retain funds remaining at  the  close of a fiscal year for
              one additional year. (HED,FIN)
HB 377 HD2    RELATING TO ECONOMIC DEVELOPMENT.
              Requires tourism market plans to target information industries and
              be  integrated  with  existing  and  potential  communications and
              information networks and  services.    Provides tax incentives for
              technology related job creation, increased expenditures in certain
              technological  and  scientific   research   and  development,  and
              investing in high technology  businesses.   Establishes the Hawaii
              internet exchange.  Provides for high speed access to the internet
              for the University of Hawaii  and the public schools.  Accelerates
              work force development programs  to  create  a pool of information
              technology professionals.    (HB377  HD2  PROPOSED ADDS PROVISIONS
              REGARDING SPECIAL  PURPOSE  REVENUE  BONDS  TO  THE  EXISTING HD1)
              Authorizes the issuance of  special  purpose revenue bonds for the
              development of an industrial park  which will provide training and
              certification for  professionals  and  other  individuals who will

HB 661 HD2    RELATING TO ENHANCED WIRELESS EMERGENCY 911 SERVICE.

              Reduces GET on certain travel agent commissions to 1/2%. (FIN)
HB 1682       RELATING TO INCOME TAX.
              Requires organizations that  file  a  Form  990  with the Internal
              Revenue Service to file a copy  of the form with the department of
              taxation.  Appropriates funds  to  the  department of taxation for
              filing and tracking the information contained in Form 990. (FIN)
HB 136 HD1    RELATING TO TAXATION.
HSCR 393      Provides to each taxpayer  or  the association of apartment owners
              of a hotel-condo  as  defined  in  section  486K-1,  an income tax
              credit for  improvement  costs  of  qualified  facilities within a
              hotel or resort-zoned district. (TSM,FIN)
HB 718        RELATING TO THE HAWAII COMMUNITY DEVELOPMENT AUTHORITY.
HSCR 313      Authorizes the  Hawaii  community  development  authority to issue
              bonds not to exceed $250,000,000. (WLU,FIN)
HB 814 HD1    RELATING TO THE ECONOMY.
HSCR 563      Provides a two-year authorization  to  the governor to provide tax
              breaks  and  land  lease  incentives  to  assist  high  technology
              industries  that  provide   jobs   for   the   people  of  Hawaii.

HB 1027       RELATING TO TAX EXEMPTIONS FOR AVIATION TRAINING FACILITIES.
HSCR 468      Stimulate economic development  by  encouraging the development of
              aviation training facilities in the State. (TRN/EDB,FIN)
HB 1593       RELATING TO THE HAWAII PUBLIC PROCUREMENT CODE.
HSCR 249      Designates the respective manager and chief engineer of the county
              boards of water supply as  the  chief procurement officers for the
