         Constitution of the State of Hawaii.

HB 10    RELATING TO MOTOR VEHICLES.                                     TRN,JHA
         Requires a driver improvement program  for any motor vehicle driver who
         drives a motor  vehicle  with  a  gross  vehicle  weight rating of over
         10,000 pounds.
HB 16    RELATING TO TRAFFIC VIOLATIONS.                                 TRN,JHA
         Requires both a mental state  and  an  act  in the petty misdemeanor of
         inattentive driving.
HB 7     RELATING TO MOTOR VEHICLES.                                     TRN,JHA
         Increases from 60 to 65 feet, total overall length of truck-tractor and
         semitrailer.  For certain other  like vehicles, increases the length of
         the semitrailer from 45 to 48 feet.

HB 1     RELATING TO CHILD PASSENGER SAFETY.                             TRN,JHA
         Requires child under four years old instead of under three years old to
         be properly restrained in child passenger seat.
HB 15    RELATING TO THE ADMINISTRATIVE REVOCATION OF A DRIVER'S
         LICENSE.                                                        TRN,JHA
         Makes  housekeeping  amendments  to  the  administrative  revocation of
         driver's license law.
HB 212   RELATING TO DRIVING UNDER THE INFLUENCE OF
         INTOXICATING LIQUOR.                                            TRN,JHA
         Imposes a mandatory minimum consecutive  jail  sentence of 48 hours and
         not more than 30-days  and  a  mandatory  fine  of $500 upon any person
         convicted for DUI who operated or  assumed actual physical control of a
         vehicle with a passenger, in or  on  the  vehicle, who was less than 18
         years of age.
HB 530   RELATING TO EMPLOYMENT DISCRIMINATION.                          LAB,JHA
HD 1     Makes  it  an  unlawful  discriminatory  practice  for  an  employer to
         condition employment or  hiring  upon  the employee's relinquishment of
         the right to initiate or  participate in an investigation or proceeding
         under chapter 368, HRS, or any  other  right under chapters 368 or 378,
         HRS.
HB 162   RELATING PUBLIC SERVICE.                                        LMG,JHA
         Clarifies the scope of  the  subpoena  powers  of legislative bodies by
         removing statutory references  to  repealed  Chapter  85  of the Hawaii
         Revised Statutes.
HB 34    RELATING TO AQUATIC RESOURCES.                                  OMR,JHA
HD 1     Allows  the  Department  of   Land   and  Natural  Resources  to  adopt
         administrative rules  relating  to  aquatic  resource  regulations that
         specify bag  limits,  sales  restrictions,  seasons,  and regulation on
         fishing gear.

         Prohibits the State from  contracting  with  foreign entities that have
         been convicted of, or pleaded  nolo  contendere to, any crime involving
         an act of fraud or dishonesty, including bribery or bid rigging, in any
         jurisdiction of the United States.    Voids such contracts based on the
         foreign person's misrepresentation.

         Clarifies and standardizes  the  provisions regarding the reimbursement
         rights  of  the  Department  of  Human  Services  (DHS)  in third-party
         liability situations.
HB 955   RELATING TO CRIME.                                                  JHA
         Makes it a class B felony to take sexual photographs or videotapes of a
         person without consent and when the person expects privacy.  Makes it a
         misdemeanor to possess such materials.
HB 167   RELATING TO MOTOR VEHICLE DRIVER LICENSING.                 TRN,JHA,FIN
HD 1     Establishes a graduated licensing procedure for persons under 17.
HB 1367  MAKING APPROPRIATIONS FOR THE PROTECTION OF CHILDREN

         Provides  the  authority  for  licensing  a  driver  with  a  valid and
         qualified commercial driver's license  issued  by any Canadian province
         without requiring the driver to pass a knowledge or skills test.
HB 1690  RELATING TO MOTOR VEHICLE DRIVER LICENSING.                     JHA,FIN
         Exempts  foreign  nationals,  foreign   students,  and  diplomatic  and
         consular officers  from  the  foreign  driver's  license  surrender and
         invalidation requirements of section 286-102(c).  Establishes procedure
         for temporary surrender of foreign driver's licenses.
HB 532   RELATING TO GENDER EQUITY IN SPORTS.                        EDN,JHA,FIN
HD 1     Prohibits persons, on the basis  of their sex, from being discriminated
         against in any interscholastic,  club,  or intramural athletics offered
         by a public school.   Prohibits public schools from providing athletics
         separately on the basis of sex.
HB 876   RELATING TO CHILD SUPPORT ENFORCEMENT.                      HSH,JHA,FIN
         Allows  a  parent  who  does  not  contest  his  or  her  child support
         obligations and who is in  good  standing with the parent's payments to
         opt out of the child support enforcement agency payment system.

HB 280   RELATING TO CHILD SUPPORT ENFORCEMENT.                      HSH,JHA,FIN
         Requires interest collected by the  Child Support Enforcement Agency on
         child support payments to be used to pay penalties to custodial parents
         for late  payments  and  to  make  a  certain  percentage  of the funds
         available to improve client services.
HB 1389  PROPOSING AN AMENDMENT  TO  ARTICLE  VII,  SECTION  12,  AND ARTICLE X,
         SECTION I, OF THE  HAWAII  CONSTITUTION,  TO  AUTHORIZE THE ISSUANCE OF
         SPECIAL  PURPOSE  REVENUE  BONDS   TO   PRIVATE  PRIMARY  OR  SECONDARY
         EDUCATIONAL INSTITUTIONS.                                   EDN,JHA,FIN
         Proposes a constitutional amendment  to  allow  the issuance of special
         purpose revenue  bonds  for  private  primary  or secondary educational
         institutions to build or repair facilities.

         supplies from coverage by repealing  the  provision of such coverage as

         Prevents exorbitant and arbitrary markups of insurance rates by lenders
         to their borrowers.    Eliminates  rules  of  78  calculations that are
         excessively and unfairly profitable at the borrower's expense.

HD 1     Requires  health  care  providers  and  medical  facilities  to provide
         limited diagnostic,  treatment,  and  contact  information  for  use in
         epidemiologic disease  and  injury  investigations  upon  request by an
         authorized representative to the Director of Health.

         Requires the PUC  to  replace  an  existing telecommunications provider
         with an alternative provider  when  it  determines  that an area of the

         satisfy its burden  in  response  to  an  order  to  show cause why the
         commission should not authorize an  alternative provider to acquire the
         former provider's property by  eminent  domain  as may be necessary for
         the provision of basic local exchange service in that area.
