         Establishes a community-based  pilot  project  that enables students to
         have an  opportunity  to  participate  in  the  formulation of activity
         programs.
HB 899   MAKING AN APPROPRIATION FOR DRUG TREATMENT, COUNSELING AND INTERVENTION
         SERVICES AT KING INTERMEDIATE SCHOOL.                           EDN,FIN
         Appropriates $90,000 in  FY  1999-2000  and  FY 2000-2001 for substance
         abuse  treatment,  counseling,   and   intervention  services  at  King
         intermediate school.
HB 1392  RELATING TO EDUCATION.                                          EDN,FIN
         Requires the superintendent  of  education  to  establish and operate a
         science laboratory  assistant  demonstration  project  to determine the
         effectiveness of laboratory assistants in improving student learning in
         the science classroom.
HB 1151  MAKING AN EMERGENCY APPROPRIATION  FOR  THE CHILD AND ADOLESCENT MENTAL
         HEALTH DIVISION.                                            HLT,EDN,FIN
         To authorize an emergency appropriation to the Department of Health for
         services provided by the  child  and  adolescent mental health division
         (CAMHD).
HB 388   RELATING TO EDUCATION.                                          EDN,FIN
         Appropriates funds for the  purchase  of  computers, wiring and teacher
         training to support increased education technology.
HB 389   RELATING TO EDUCATION.                                          EDN,FIN
         Appropriates funds to extend the funding  of the Learn and Serve Hawaii
         program.
HB 390   RELATING TO EDUCATION.                                          EDN,FIN
         Making an appropriation for the expansion of adult education.
HB 318   MAKING AN APPROPRIATION FOR ADDITIONAL SCHOOL CLERICAL
         POSITIONS.                                                      EDN,FIN
         Appropriates funds  to  the  department  of  education  for 292.00 FTE,
         temporary,  school  clerical  positions   to  partially  implement  the
         recommendations  of  the  1990  school  and  district  office  clerical
         staffing study.  Requires  the  department  to allocate these temporary
         positions according to pupil enrollment.
HB 832   RELATING TO A CHIEF FINANCIAL OFFICER FOR THE DEPARTMENT OF
         EDUCATION.                                                      EDN,FIN
         Creates the position of  chief  financial  officer of the public school
         system.  Requires the chief  financial  officer to be nominated and, by
         and with the advice and  consent  of  the senate, appointed by the BOE.
         Subjects the removal of the  chief  financial officer to the advice and
         consent of the senate.

HB 836   RELATING TO PROCUREMENT FOR SCHOOLS.                            EDN,FIN
         Authorizes the  principal  of  each  school  to  act  as  limited chief
         procurement  officer  of  the  school.    Allows  principals  to  issue
         exemptions from  procurement  laws  provided  the  exemptions  are made
         public.  Superintendent has authority to suspend principal's power.
HB 316   RELATING TO ARTS EDUCATION.                                 CAR,EDN,FIN
         Appropriates funds for art education  in  the public schools out of the
         works of art special  fund,  for  department  of education to determine
         feasibility of  an  integrated  high  school  learning  center  for the
         pacific arts, and if necessary to develop a master plan.

         Establishes  alternative  education   options   for  students  who  are
         expelled, suspended  or  cause  chronic  disruption  to the educational

HB 1214  RELATING TO COMMERCIAL DRIVER LICENSING.                    TRN,JHA,FIN
         Provides  the  authority  for  licensing  a  driver  with  a  valid and
         qualified commercial driver's license  issued  by any Canadian province
         without requiring the driver to pass a knowledge or skills test.
HB 1457  RELATING TO THE TRAFFIC CODE.                               TRN,JHA,FIN
         Makes spilling load violations an offense.
HB 1690  RELATING TO MOTOR VEHICLE DRIVER LICENSING.                     JHA,FIN
         Exempts  foreign  nationals,  foreign   students,  and  diplomatic  and
         consular officers  from  the  foreign  driver's  license  surrender and
         invalidation requirements of section 286-102(c).  Establishes procedure
         for temporary surrender of foreign driver's licenses.
HB 1179  RELATING TO COMMERCIAL MARINE LICENSES.                     OMR,JHA,FIN
         Clarifies statutory provisions relating  to  the issuance of commercial
         marine licenses.    Changes  requirement  for  commercial  fish catches
         reports.
HB 1176  RELATING TO BOATING PENALTIES.                              OMR,JHA,FIN
         Establishes administrative fines  for  violations  of  boating laws and
         rules.  Authorizes  the  collection  of  fines,  damages,  and fees and
         costs.

HD1      Imposes a bag limit of one  shark  per  day, per person.  Prohibits the
         possession, purchase, sale, or trade of shark fins.
HB 1142  RELATING TO ENVIRONMENT.                                    EEP,JHA,FIN
HD1      Proposes the regulation  of  private  cesspool,  wastewater, and sludge
         pumping and hauling operations by the director of health.
HB 532   RELATING TO GENDER EQUITY IN SPORTS.                        EDN,JHA,FIN
HD1      Prohibits persons, on the basis  of their sex, from being discriminated
         against in any interscholastic,  club,  or intramural athletics offered
         by a public school.   Prohibits public schools from providing athletics
         separately on the basis of sex.
HB 590   RELATING TO VIOLENCE.                                       HSH,JHA,FIN
         Establishes a protocol for the  development and implementation of death
         review teams to review any  adult domestic violence and sexual assault-
         related deaths.
HB 876   RELATING TO CHILD SUPPORT ENFORCEMENT.                      HSH,JHA,FIN
         Allows  a  parent  who  does  not  contest  his  or  her  child support
         obligations and who is in  good  standing with the parent's payments to
         opt out of the child support enforcement agency payment system.
HB 280   RELATING TO CHILD SUPPORT ENFORCEMENT.                      HSH,JHA,FIN
         Requires interest collected by the  Child Support Enforcement Agency on
         child support payments to be used to pay penalties to custodial parents
         for late  payments  and  to  make  a  certain  percentage  of the funds
         available to improve client services.
HB 1389  PROPOSING AN AMENDMENT TO ARTICLE VII, SECTION 12, AND
         ARTICLE X, SECTION  I,  OF  THE  HAWAII  CONSTITUTION, TO AUTHORIZE THE
         ISSUANCE  OF  SPECIAL  PURPOSE  REVENUE  BONDS  TO  PRIVATE  PRIMARY OR
         SECONDARY EDUCATIONAL INSTITUTIONS.                         EDN,JHA,FIN
         Proposes a constitutional amendment  to  allow  the issuance of special
         purpose revenue  bonds  for  private  primary  or secondary educational
         institutions to build or repair facilities.

         entity known as  the  Hawaii  Youth  Correctional Facility and Program.

         alternative  programs   to   avoid   incarceration   at  the  facility.
         Appropriates $720,000.

         Authorizes $20 million in G.O. bonds  and appropriates it to the Rental
         Housing Trust Fund.  Permits uses  of funds for planning, design, costs
         of options, agreements of sale,  and other housing development services
         or activities.
HB 902   RELATING TO HOMELESS SHELTER STIPENDS.                         HSH, FIN
         Sets homeless shelter stipends at  emergency shelters at $20 per night.
         Appropriates $1.5 million for the stipends.
HB 1369  RELATING TO HOUSING ASSISTANCE.                                HSH, FIN
         Appropriates funds to provide  loans  to  families for rental deposits,
         emergency rental payments and mortgage payments to avoid foreclosure.
HB 643   RELATING TO THE RANDOLPH-SHEPPARD REVOLVING ACCOUNT.           HSH, FIN
         Authorizes the State Committee of Blind  Vendors to spend up to $30,000
         for the purposes of Section 347-12.5.
HB 279   MAKING AN APPROPRIATION FOR THE REHABILITATION OF MEMBERS OF

         Appropriates funds for the rehabilitation of youth gang members.

         Requires parents  of  a  minor  who  is  a  parent  of  a  child  to be
         financially responsible for the support of the minor's child until that
         minor attains the age of majority.

         Requires the withdrawal of  a  state  security clearance for persons in
         default of their child support obligations.
HB 1693  AUTHORIZING THE ISSUANCE OF SPECIAL  PURPOSE REVENUE BONDS FOR NOT-FOR-
         PROFIT CORPORATIONS THAT PROVIDE HEALTH CARE FACILITIES.       HSH, FIN
         Authorizes issuance  of  Special  Purpose  Revenue  Bonds  for a senior
         citizen lifecare retirement community.

         Prohibits the construction or  maintenance  of  a group living facility
         within  1,000  feet  of  any   other   group  living  facility  by  any

         review the fiscal  needs  of  the  state  highway  fund relative to its
