HB 1389  PROPOSING AN AMENDMENT  TO  ARTICLE  VII,  SECTION  12,  AND ARTICLE X,
         SECTION I, OF THE  HAWAII  CONSTITUTION,  TO  AUTHORIZE THE ISSUANCE OF
         SPECIAL  PURPOSE  REVENUE  BONDS   TO   PRIVATE  PRIMARY  OR  SECONDARY

         Proposes a constitutional amendment  to  allow  the issuance of special
         purpose revenue  bonds  for  private  primary  or secondary educational

         Requires the  DOE  to  enter  into  agreements  with  qualified private
         nonprofit  corporations  to  construct,  manage,  and  operate  a pilot

         be done at no cost to the State.
HB 304   RELATING TO THE TRANSFER OF CERTAIN PUBLIC SCHOOLS TO THE UNITED STATES

         Requires the board of education,  not later than 6/30/2000, to transfer
         control  of  all  public  educational  institutions  on  United  States
         Department  of  Defense  (USDOD)   facilities   and  all  other  public

HB 790   RELATING TO DISASTER RELIEF.                                EDN,LMG,FIN
         Requires all  new  school  buildings  to  be  built  in accordance with
         hurricane resistant shelter criteria  adopted  by the adjutant general.
         Requires the  adjutant  general  to  adopt  hurricane resistant shelter
         criteria to regulate the  planning, design, construction, and equipping
         of all new public school buildings.

         Encourages private lenders to  provide  financing for diversified ag by
         reducing risks through the department's ability to quarantee loans.  Up
         to 90% of the loan plus interest would be eligible.

         Includes credit unions  under  the  definition  of  "private lender" to
         allow farmers the opportunity to go to the financial institution, which
         is their primary "bank", to obtain agricultural loans.

         Eliminates  acreage  assessments   against   uncultivatable  lands  for
         irrigation project purposes.  Allows  the  Board to get minimum acreage

         Expands  eligibility   qualifications   for   agricultural  park  lease
         applicants.

         Allows persons  owning  property  within  an  agricultural  district to
         subdivide the property into leasehold lots  of  at least 50 acres to be
         used for intensive agricultural purposes.

         Authorizes an emergency appropriation of $50,000 in revolving funds for
         fiscal year 1998-1999 to allow the Agribusiness Development Corporation
         (ADC) to reimburse  the  papaya  industry  for securing patent licenses
         needed to commercialize the transgenic papaya and carry out its ongoing
         projects.

         Directs the agribusiness  development  corporation  to  provide for the
         planning, design, and  construction  of  an agricultural subdivision in
         the Hamakua district of the island  of Hawaii.  Appropriates $1 for the
         purpose, to be expended by the corporation.

         Requires the University of Hawaii at  Hilo to study the feasibility and

         Requires the board of land  and natural resources to formulate policies
         to initiate  a  system  of  community-based  management  for small boat

         enforcement of boating and ocean recreation programs.
HB 1175  RELATING TO STATE BOATING FACILITIES.                           OMR,FIN
         Authorizes the Board of Land and Natural Resources to solicit proposals
         from private marina management  firms  to  manage, operate, and improve
         the Ala Wai small boat harbor, and other small boat harbors and boating
         facilities under a negotiated long-term lease.  Clarified leases may be
         issued for small boat  harbors  and  other boating facility properties.
         Removes the prohibition of commercial  vessel activities within Ala Wai
         and Keehi small boat harbors.
HB 1177  RELATING TO ABANDONED VESSELS.                                  OMR,JHA
         Allows private marinas and yacht clubs to take into custody and dispose
         of vessels abandoned on their premises.
HB 1178  RELATING TO ENFORCEMENT.                                        OMR,JHA
         Proposes  procedures  for  the  seizure,  forfeiture,  and  disposal of
         natural resources involved in statutory violations.
HB 1180  RELATING TO THE LICENSE FOR IMPORTED MARINE LIFE.               OMR,JHA
         Clarifies that the  Department  may  limit  the  possession and sale of
         certain marine life taken from the Northwestern Hawaiian Islands.

         Clarifies  and  consolidates  penalty  provisions  relating  to aquatic
         resources.  Reclassifies illegal taking methods to a class C Felony.

         Amends and repeals  certain  fishing  laws  subject  to the adoption of
         administrative rules implementing or replacing them.

         Gives the  Department  of  Land  and  Natural  Resources administrative
         flexibility   when   implementing   the   Kaneohe   Bay   Master   Plan
         recommendations.

         Requires any unpermitted pier in  Kaneohe Bay existing in whatever form
         on the effective date of this  section to be considered a nonconforming
         use, and allows the same to  continue although the use does not conform

         executive officer the  flexibility  in  appointing personnel consistent
         with other redevelopment authorities.
HB 1361  RELATING TO CHARTER TOUR OPERATORS.                     EDB/TRN,CPC,FIN
         Requires charter tour operators to  be licensed and to provide evidence
         of their financial  ability  to  perform their contractual obligations,
         together with periodic financial reporting which provides assurances of
         compliance with the client  trust  account  requirements.  Provides for
         greater regulatory supervision of charter  tour operators by the State,
         including enhanced  authority  to  conduct  audits  and examinations of
         charter tour operators.

HB 213   RELATING TO GENERAL CASUALTY INSURANCE.                         TRN,CPC
         Prevents contracts covering defects  in material and work, specifically
         those  which  may  include  towing  and  substitute  transportation, in
         exchange for a separately stated  charge  where it is incidental to the
         business of selling or  leasing  motor  vehicles,  from being deemed as
         insurance.
HB 976   RELATING TO MOTORCYCLE INSURANCE.                               TRN,CPC
         Reduces the number of  uninsured  motorcycle  and motor scooter riders,
         and to allows riders  with  a  valid  learner's  permit who enroll in a
         certified Motorcycle Safety Foundation  education course to qualify for
         insurance coverage.
HB 1034  RELATING TO MOTOR CARRIERS.                                     TRN,CPC
         Eliminates  the  requirement  that   every  application  for  temporary
         authority be made in writing and verified by oath.  Also eliminates the
         need  for  other  information   that   is   to  accompany  the  written
         application.

         Allows examiners  of  commercial  drivers  to  waive  the knowledge and

         endorsement to pass the knowledge test for it.

         Authorizes the  Director  of  Transportation  to  make driver's license
         reciprocity agreements  with  foreign  jurisdictions  to exempt foreign
         drivers from the  Hawaii  road  test  requirement  if they meet minimum
         criteria.

         Makes an appropriation out of the  revenues of the harbor special funds
