         Makes it a misdemeanor for a person to: (1) issue or sell tickets to an
         event without printing on the tickets  the  price of the ticket and the
         seat number, if any;  (2)  charge  for  admission  to  an event a price
         greater than the price advertised  or  stated on tickets issued for the
         event; (3) sell a ticket to an  event at a price greater than the price
         charged at the place of admission or  printed on the ticket; (4) sell a
         ticket in violation of conditions restricting the ticket's transfer; or
         (5) permit the sale of a ticket to an event at a price greater than the
         price printed on the ticket.
HB 1626  RELATING TO REVISED UNIFORM COMMERCIAL CODE
         ARTICLE 9--SECURED TRANSACTIONS.                                CPC/JHA
         Adopts revised  (1998)  version  of  Uniform  Commercial  Code (secured
         transactions).
HB 1533  RELATING TO PAWNBROKERS.                                   CPC/JHA, FIN
         Adds more penalties  against  pawnbrokers  for  failure  to comply with
         their licensing laws.  Defines  "suitable  person".  Allows customer to
         make the choice of remedy where pawnbroker is liable.
HB 1541  RELATING TO PAWNBROKERS.                                            CPC
         Requires all pawn transactions to be on a computerized form.
HB 1689  RELATING TO THE LEASEHOLD REDEMPTIONS.                    CPC, JHA, FIN
         Provides that any  lessee  under  a  long-term  lease of residential or
         commercial land shall have the  right  to purchase the fee simple title
         to such land by providing for redemption of the land by the adoption of
         the Maryland redemption formula.
HB 1649  RELATING TO THE CONVEYANCE TAX.                                CPC, FIN
         Exempts from the  conveyance  tax  transfers  of  real property from an
         individual to a corporation,  limited liability company, or partnership
         that is wholly owned by  the  individual; or transfers between a parent
         company and its wholly owned subsidiary.

         Allows a consumer to  cancel  a  contract  to  purchase  or lease a new
         vehicle within three calendar days after execution of the contract.

         development  of  an  internet   exchange  in  state  economic  priority

         equipment  for  the  exchange   of  information  and  internet  access.
         Establishes  an  accelerated   information   technology  education  and
         training program within the UH.  Authorizes GO bonds to establish fiber
         optic connection to internet for UH and DOE.

         Creates a hotel remodeling  tax  credit  through  the  2001 tax year to
         encourage hotel renovation, repair and refurbishment.

         the assessment districts from the  public  procurement code.  Sets time
         limits on the  initiation  of  actions  disputing the establishment and
         administration of the assessment districts. 
HB 753   RELATING TO THE ESTABLISHMENT OF SPECIAL IMPROVEMENT DISTRICTS. TSM,FIN
         Allows counties  to  enact  ordinances  to  create  special improvement
         districts to provide and  finance supplemental maintenance and security
         services and such other  improvements,  services, and facilities within
         those districts  as  the  county  council  finds  will promote business
         activity and make and finance improvements.
HB 128   RELATING TO THE TRANSIENT ACCOMMODATIONS TAX.                   TSM,FIN
         Authorizes a county transient accommodations  tax.   Lowers the rate of
         the state transient  accommodations  tax.    Eliminates distribution of
         state transient accommodations revenues to counties.  Effective 7/1/02.
HB 226   RELATING TO TRANSIENT ACCOMMODATIONS TAX.                       TSM,FIN
         Requires the counties to use all transient accommodations tax disbursed
         for projects impacting tourist areas.
HB 136   RELATING TO TAXATION.                                           TSM,FIN
         Establishes an income tax credit for the construction and renovation of
         qualified facilities within a hotel/resort-zoned district.

         Allows the Convention  Center  Authority  (CCA)  to  sunset on June 30,
         1999.   Assigns  the  responsibility  to  market,  operate, manage, and
         maintain the Hawaii Convention  Center  facility  to the Hawaii Tourism
         Authority.   Transfers  the  Convention  Center  Capital and Operations
         Special Funds to the Tourism Special Fund.

         Makes the convention center authority law permanent.

HB 582   RELATING TO LANDOWNER LIABILITY.                                WLU,JHA
         Grants property owners immunity  from  civil  liability incurred when a
         person is injured on the owner's land while engaging in a "recreational
         purpose".
HB 1253  MAKING AN APPROPRIATION TO AID EFFICIENT MANAGEMENT OF LAKE
         WILSON.                                                         WLU,FIN
         Appropriates  $262,000  for   efficient   management  of  Lake  Wilson,
         including establishment of  a  permanent  position  of Lake Keeper, and
         construction of a small office/laboratory, and acquisition of a 16-foot
         boat.
HB 1282  RELATING TO THE HONOKAA-PAAULIO IRRIGATION DISTRICT.            WLU,FIN
         Authorizes the Department of  Agriculture  to  establish water tolls to
         cover the cost of running the Honokaa-Paaulio Irrigation District.
HB 810   MAKING  AN  APPROPRIATION  FOR  A  WAIALUA-HALEIWA  STORMWATER DRAINAGE
         MASTER PLAN.                                                    WLU,FIN
         Appropriates $500,000 for a  Waialua-Haleiwa stormwater drainage master
         plan.
HB 921   APPROPRIATING FUNDS FOR THE KAENA POINT COASTAL
         RESERVE.                                                        WLU,FIN
         Appropriates $1,659,414 for FY  1999-2000,  of  which $1,537,000 is for
         the Kaena Point coastal  reserve  development costs, and $122,214 shall
         be for the Kaena point coastal reserve operating costs.
HB 1378  RELATING TO HISTORIC PRESERVATION.                              WLU,JHA
         Amends the historic preservation law  to  provide that the intensity of
         use of historic properties  shall  be  in keeping with allowable ranges
         found in the underlying zoning districts.

         Creates a watershed protection trust fund.
HB 1751  RELATING TO PUBLIC LANDS.                                       WLU,FIN
         Allows church lots, granted in the 19th century with the intention that
         the  sites  be  devoted  to   school   or  religious  purposes,  to  be
         grandfathered under P.L. 84-481, 70  Sts.  104  to allow the use of not
         more than one-half acre for non-eleemosynary purposes.
HB 1703  RELATING TO WAIMANALO.                                          WLU,FIN
         Extends sunset date of Act 257, Session Laws of Hawaii 1996.
HB 718   RELATING TO THE HAWAII COMMUNITY DEVELOPMENT
         AUTHORITY.                                                      WLU,FIN
         Authorizes the Hawaii  community  development  authority to issue bonds
         not to exceed $250,000,000.
