HB 149   Proposing an Amendment to Article X, Section 2, of  EDN,JHA
         the Hawaii Constitution, to Change the Board of Education
         from an Elected Board to an Appointed Board
         Proposes a constitutional amendment  to change the Board of
         Education from an elected board to an appointed board.
HB 150   Relating to Education                              EDN, JHA
         Amends statutory provisions to implement an appointed Board
         of Education.
HB 308   Relating to Public Schools Special Fees and ChargesEDN, FIN
         Allows the department  of  education  to assess and collect
         special  fees  and  charges   from  pupils  for  laboratory
         classes,  including,  but  not  limited  to  science,  home
         economics, photography, and band classes.
HB 309   Relating to Education                              EDN, FIN
         Establishes the textbook deposit  revolving fund into which
         shall be deposited a flat fee of not more than $        per
         student per school year  to  guarantee the timely return of
         any assigned textbooks, and  to  compensate the DOE for the
         negligent loss,  destruction,  breakage,  or  damage of any
         assigned textbooks.
HB 310   Relating to Planning and Budgeting for New Schools EDN, FIN
         Requires funding  for  coaches'  salaries,  athletic health
         care trainers,  athletic  equipment  and  supplies, and the
         transportation of athletic teams  to be considered standard
         workload increase items when planning and budgeting for new
         public schools.
HB 510   Relating to the Board of Education                 EDN, FIN
         Allows the BOE  to  employ  its  own  attorneys without the
         approval of the AG.
HB 511   Relating to the Superintendent of Education   EDN, JHA, FIN
         Changes  authority  to  set  salary  of  superintendent  of
         education from legislature to the BOE.
HB 512   Relating to Education                              EDN, FIN
         Repeals the sunset of the Hawaii Teacher Standards Board.

HB 55    Relating to Public Land Trust                      JHA, FIN
         Extends the income and  proceeds  from the pro rata portion
         of the public land trust for an additional 2 years.
HB 235   Relating to the Hawaiian Homes Commission          JHA, FIN
         Authorizes the  election  of  the  members  of the Hawaiian
         homes commission by Hawaiian  voters  and provides a salary
         for the members.    Authorizes  the  Department of Hawaiian
         Home Lands to employ or retain an attorney.
HB 161   Relating to Search and Rescue Costs                JHA, FIN
         Permits a government attorney to litigate the reimbursement
         of part  or  all  of  the  costs  of  a  search  and rescue
         operation. 
HB 70    Relating to Costs and Fees                         JHA, FIN
         Increases witness fees  for  persons  testifying in a civil
         case.  Establishes  witness  fees  for  persons providing a
         deposition and for small claims court.
HB 604   Relating to Restraining and Protective Orders           JHA
         Consolidates laws on restraining  and protective orders and
         provides  procedures  on   issuance   of  orders,  form  of
         petition,  temporary   restraining   orders,   duration  of
         restraining orders,  protective  orders,  service of order,
         enforcement and penalties.
HB 605   Relating to Harassment                                  JHA
         Creates a new  petty  misdemeanor  offense of harassment of
         family or household member.
HB 300   Relating to the Penal Code                              JHA
         Creates class C  felony  offense  of assault against police
         officer in the 1st degree.   Amends the present misdemeanor
         offense of assault  against  police  officer  to make it an
         offense in the 2nd degree.

AGENDA:

HB 270   Relating to Youth Services               HSH, EDN, PSM, FIN
         Abolishes the  youth  services  centers created, developed,
         and  operated  by  the  Office  of  Youth  Services  (OYS).
         Requires OYS to provide for the creation, coordination, and
         oversight of  school/community-based  youth service centers
         throughout the State.  Requires OYS to contract with public
         or private providers,  or  both,  to  create these centers.
         Specifies the objectives  of  these centers, the population
         that is eligible, the  responsibilities and duties of these
         centers.  Requires  each  center  to  establish  a board of
         directors in accordance with requirements specified by OYS.
         Requires the Departments  of  Health,  Education, and Human
         Services   and    OYS    to   establish   interdepartmental
         decategorized   service   accounts    for   the   creation,
         coordination and oversight of these centers 
HB 535   Relating to Youth Services                    HSH, LMG, FIN
         Establishes,  within  the   office   of  the  governor  for
         administrative purposes, a temporary  task force to develop
         a master plan  for  the  Office  of  Youth Services. (OYS).
         Requires the auditor  to  conduct  a management and program
         audit of all operations of the OYS.  Sunsets the task force
         on 6/30/2001.
HB 271   Relating to Children                          HSH, EDN, FIN
         Establishes a  Children's  Cabinet  to  address  all issues
         relations to children's need and services. 
HB 627   Relating to Children's Health Insurance ProgramHSH,    CPC,
         FIN
         Appropriates  Funds  for  the  Children's  Health Insurance
         Program.
HB 278   Relating to the Youth Correctional Facility   HSH, PSM, FIN
         Provides  for  an  appropriation  to  the  Office  of Youth
         services.    Redesignates  the  Hawaii  Youth  Correctional
         Facility as part of  a  larger  entity  known as the Hawaii
         Youth Correctional Facility and  Program.  Provides for the
         allocation  of  up  to  $24,000  per  year  per  child  for
         alternative  programs   to   avoid   incarceration  at  the
         facility.  Appropriates $720,000.
HB 280   Relating to Child Support Enforcement         HSH, JHA, FIN
         Requires   interest   collected   by   the   Child  Support
         Enforcement Agency on child support  payments to be used to
         pay penalties to custodial parents for late payments and to
         make a certain percentage of the funds available to improve
         client services.

HB 546   Relating to Home Health Care Agencies         HSH, CPC, FIN
         Makes referral to an unlicensed  home health agency a petty
         misdemeanor.  If the person knows the agency is unlicensed,
         makes the referral a  misdemeanor.   Makes operating a home
         health agency without a license a class C felony. 
HB 589   Relating to Domestic Violence                 HSH, JHA, FIN
         Appropriates funds to family court to establish a dedicated
         domestic violence  court  and  to  provide related domestic
         violence services.
HB 628   Relating to Welfare Reform                    HSH, LMG, FIN
         Requires the department of  human services to keep rollover
         funds  from  general  assistance;  requires  DHS  to  place
         disabled children  under  TAONF  program  into SSI program;
         makes   appropriation   for   GA   program;   makes   three
         appropriations  for  the  DHS  to  purchase  services  from
         nonprofit entities to  aid  welfare  recipients; bases TANF
         benefits on current federal  poverty level; requires LRB to
         study the general assistance program.
HB 463   Relating to Genetic Information               HSH, CPC, FIN
         Prohibits  long-term  care   insurers  from  requesting  or
         requiring genetic testing.  Prohibits the underwriting of a
         long-term health care  policy  based on genetic information
         unless a certified genetics professional confirms the risks
         to the individual.

HB 42    Relating to Job Sharing                            LAB, FIN
         Authorizes the agencies  of  the  executive, judiciary, and
         legislative branches to  implement  a voluntary job-sharing
         program.
HB 50    Relating to Temporary Disability Insurance          LAB,FIN
         Bases the qualifications for  benefit eligibility on the 52
         weeks  immediately  before  the  first  day  of  disability
         instead of 4 calendar quarters.
HB 96    Relating to Penalties                              LAB, FIN
         Clarifies   existing   penalty    provisions   applied   to
         contractors who violate Chapter  104, HRS, which deals with
         the wages and hours of employees on public works.

         Extends ERS pensioners' bonus until July 1, 2001.
HB 105   Relating to Public Service                      LAB,JHA,FIN
         Prohibits   Fire   Protection   Services   from   accepting
         employment applications from persons older than 32 years of
         age.
HB 186   Relating to Surviving Children                     LAB, FIN
         Where  there  is  no   surviving  spouse  of  employee  who
         qualified for but  had  not  yet  retired, allows surviving
         dependent children to receive  ERS death benefits after age
         18 while a full-time  student  or  age 23, whichever occurs
         first.
HB 266   Relating to Breastfeeding                          LAB, JHA
         Enacts  the   new   mothers   breastfeeding  promotion  and
         protection act.
HB 289   Relating to Civil Rights                           LAB, JHA
         Establishes a civil cause  of  action and enhanced criminal
         penalties for hate crimes  against persons because of race,
         color,  religion,   ancestry,   national   origin,  gender,
         transgender, sexual orientation,  age  or  disability.  The
         bill also provides  for  a  reporting mechanism to compile,
         track, and analyze hate crimes data.
HB 312   Relating to Athletic Contest Officials             LAB, JHA
         Includes injuring athletic contest  officials as assault in
         the 2nd degree.  Provides  exception to civil liability for
         athletic  contest  officials.    Exempts  athletic  contest
         officiating    from    "employment"    under   unemployment
         compensation law.
HB 530   Relating to Employment Discrimination              LAB, JHA
         Makes  it  an  unlawful   discriminatory  practice  for  an
         employer  to  condition  employment   or  hiring  upon  the
         employee's  relinquishment  of  the  right  to  initiate or
         participate in an investigation or proceeding under chapter
         368, HRS, or any  other  right  under  chapters 368 or 378,
         HRS.

         Establishes  a  credit  against  income  tax  liability for
         taxpayers who  install  water  conservation  equipment that
         results in a 10% reduction in water use. 
HB 183   Relating to Hunting                             WLU,JHA,FIN
         Postpones  for  two  years  the  sunset  date  for allowing
         licensed hunters to hunt with pistols and revolvers.
HB 500   Relating to Firearms                            WLU,JHA,FIN
         Repeals  prohibition  for   non-resident  aliens  to  bring
         firearms into the State under certain conditions.
