Informational Briefing
AGENDA:

The purpose of this informational  briefing is to review and discuss
the State's case  against  the  oil  companies (Margery S. Bronster,
Attorney General for the State of Hawaii vs. Chevron, et. al., Civil
No. CV98  00792  SPK)  alleging  systematic  overcharging of service
station  operators  and  consumers.    Representatives  of  the  oil
industry have been invited to offer comments.  Members of the public
are also welcome to participate.

         Appropriates funds  for  the  development  of education and
         training programs by  the  East-West  center in partnership
         with the  University  of  Hawaii  that  will  focus  on the
         economic growth and integration of the Asia Pacific region.
HB 252   Relating to Degree Granting Institutions        HED,CPC,FIN
         Prohibits unaccredited  institutions  from  issuing degrees
         unless they comply with certain standards.

HB 12    Relating to Securities                              EDB,CPC
         Authorizes small companies  to  raise capital through small
         corporate   offering   registration   (SCOR),   a   uniform
         registration system that  allows  small companies to obtain
         equity financing by  selling  common  stock directly to the
         public.  Defines SCOR.  Identifies  registration form to be
         utilized by SCOR.  Clarifies that DCCA is to administer the
         SCOR program.
HB 80    Relating to Trademarks                          EDB,CPC,FIN
         Repeals the existing trademark  law  (chapter 482, HRS) and
         March 3, 1881, or under the Act of February 20, replaces it
         with  a  new  chapter  based  on  the  Revised  Model State
         Trademark Bill  developed  by  the  International Trademark
         Association.
HB 81    Making an Appropriation for a Nanotechnology CenterEDB,HED,
         FIN
         Appropriates funds to establish  a nanotechnology center at
         the university park at the University of Hawaii at Hilo.
HB 99    Relating to Business                            EDB,CPC,FIN
         Requires every  new  business  opening  after the effective
         date of this Act to  provide  public notice of its name and
         type  of  business  at  least  two  weeks  before  opening.
         Provides a mechanism for nonbinding public input.
HB 122   Relating to Public Contracts                        EDB,FIN
         Requires the comptroller  to  adopt administrative rules as
         may be  necessary  to  implement  the  law  relating to the
         prompt payment of public contracts.
HB 139   Relating to Federal Construction                    EDB,FIN
         Defines local resident in the State procurement code.
HB 37    Relating to Film Production Funding                 EDB,FIN
         Establishes a state revolving  film fund within DBED&T; and
         appropriates  moneys   for   documentary  film  productions
         relating to the Pacific region.
HB 56    Relating to Business                                EDB,FIN
         Establishes  a  business  aloha  team  program  within  the
         department of business, economic development, and tourism.
HB 79    Relating to Daylight Saving Time                    EDB,FIN
         Institutes daylight saving time in Hawaii.

AGENDA:

H.B. 176 Relating to Tobacco Tax                     HLT,CPC/JHA,FIN
         Provides that the excise tax on cigarettes shall be imposed
         and  collected  through  the  use  of  stamp  purchased  by
         wholesalers and dealers, and affixed to cigarette packages.
         Includes provisions for  civil  and criminal penalties, and
         for forfeitures of cigarettes, to be enforced by the police
         departments,  liquor  commissions,  attorney  general,  and
         prosecuting attorneys.  Mandates repeal of law in 2005 upon
         finding by the state auditor  that  the law has not reduced
         the loss of tax revenue due  to the illegal sale of untaxed
         cigarettes.
H.B. 295 Relating to Cigarettes and Tobacco Products     HLT,CPC,FIN
         Requires wholesale  and  retail  tobacco  dealers to obtain
         licenses for selling  tobacco  from  the liquor commission.
         Prohibits minors from purchasing cigarettes or tobacco from
         retail tobacco dealers.
H.B. 294 Relating to the Distribution of Sample          HLT,JHA,FIN
         Tobacco Products and Tobacco Promotional
         Prohibits the distribution of sample tobacco products on or
         in any public  street,  sidewalk,  or  park, or within 1000
         feet of any school attended  by minors.  Also prohibits the
         distribution of tobacco  promotional  materials within 1000
         feet of any school attended by minors.
H.B. 296 Relating to Minors                                  HLT,JHA
         Prohibits possession of any  amount  of tobacco by a minor.
         Requires the court to revoke the minor's driving privileges
         for violation.
H.B. 297 Relating to Smoking in the Workplace            HLT,LAB,JHA
         Requires employers with  5  or  more  employees  to adopt a
         smoking  policy  to   accommodate   both  the  smoking  and
         nonsmoking employees.  This  requirement  does not apply to
         the dining  areas  of  restaurants,  bars,  and hotel guest
         rooms.  In addition, prohibits smoking in state workplaces.
H.B. 175 Relating to Tobacco                                 HLT,FIN
         Establishes the tobacco  agreement  special fund to consist
         of half of the  amount  paid  to  the  state by the tobacco
         companies pursuant  to  the  tobacco  agreement.  Specifies
         that the special fund is to be used for programs to provide
         tobacco   use   prevention   services   and  health-related
         initiatives.
H.B. 292 Relating to Health                                  HLT,FIN
         Creates a special fund  from tobacco litigation settlements
         and  awards  to  fund  healthy  living  programs  under the
         department of health.
