HB 32 HD1     RELATING TO AGRICULTURE                 AGR,JHA/PSM
           Defines "industrial hemp".  Authorizes the State to
           allow privately-funded industrial hemp research to
           be conducted in Hawaii when the State department of
           public safety issues a controlled substance
           registration, and the U.S. Department of Justice,
           Drug Enforcement Administration, issues a
           federally-controlled substance registration for
           research on the agronomic potential of industrial
           hemp.  Authorizes the department of safety, in
           cooperation with the Drug Enforcement
           Administration, to monitor all phases of the
           research.  Specifies that all agronomic data
           derived from research under this bill be deemed to
           be proprietary in nature and not subject to
           disclosure pursuant to the uniform information
           practices act.  (HB32 HD1)

HB 1007       RELATING TO FIREARMS                            JHA
           Amends the penalty provisions of the firearms law
           to clarify that the penalty for a violation of this
           section is intended to be in addition to and not in
           lieu of the penalty for other applicable offenses.

 
 
 
HB 1528 HD1   RELATING TO PENALTIES AND PROCEDURES        TRN,JHA
           ON ARREST
           Authorizes police to arrest drivers stopped for
           traffic violations who refuse to provide proof of
           their identification or who are suspected of
           providing false or misleading information.  (HB1528
           HD1)  

HB 123 HD1    RELATING TO DRIVING UNDER THE               TRN,JHA
           INFLUENCE OF INTOXICATING LIQUOR
           Subjects motor vehicles driven at the time of a 3rd
           DUI offense or an offense of habitually driving
           under the influence of intoxicating liquor or drugs
           to forfeiture law. (HD1)

HB 3 HD1      RELATING TO THE USE OF INTOXICANTS          TRN,JHA
           Amends driving impaired statutes to consolidate and
           conform the time of the alleged violation offenses
           relating to operating a vehicle while using an
           intoxicant.  Makes conforming amendments. (HD1)

HB 273 HD1    RELATING TO CHILDREN                        HSH,JHA
           Toughens Hawaii's criminal laws for perpetrators of
           child abuse. (HB273 HD1)

HB 582 HD1    RELATING TO LANDOWNER LIABILITY             WLU,JHA
           Grants property owners immunity from civil
           liability incurred when a person is injured on the
           owner's land while engaging in a "recreational
           purpose".

HB 798 HD1    RELATING TO NOISE                           EEP,JHA
           Clarifies jurisdiction regarding noise control.

HB 1471       RELATING TO ELECTIONS                           JHA
           Extends first term of 3 members on elections
           appointment panel from 4 to 6 years who will be
           selected by the governor.
