HB 273   RELATING TO CHILDREN                        HHS,JDC
HD2
        Creates new penalties of Child Abuse in the First
        Degree and Child Abuse in the Second Degree; makes
        Child Abuse in the First Degree a Class A felony and
        Child Abuse in the Second Degree a Class B felony.

HB 1367  MAKING APPROPRIATIONS FOR THE PROTECTION    HHS,WAM
HD2     OF CHILDREN AND FAMILIES

        Appropriates funds for various programs and services
        for the protection of children and families;
        Establishes positions in the Department of Health, the
        Department of the Attorney General, and the Department
        of Human Services to improve the child protection
        system; Fills eleven vacant public health nursing
        positions; Increases funding for hospital-based risk
        screening services for "at-risk" families; Increases
        funding for substance abuse treatment services to
        assist pregnant women, mothers, and their families,
        who are involved in the child protective services
        system; Establishes additional facilities to deliver
        diversion services and child protective services;
        Increases the availability and strengthens the quality
        of family foster care and adoptive services; Broadens

 
 
        the scope of psychosocial support services available
        to families. 

HB 260   RELATING TO EARLY CHILDHOOD                 HHS,WAM

        Improves the affordability, accessibility, and quality
        of early childhood education and care by:  (1)
        Establishing an early childhood education and care
        facilities revolving loan fund; (2) Increasing the
        number of child care subsidies; (3) Expanding the
        accreditation-mentoring project for early childhood
        programs; (4) Continuing the coordination and
        implementation of the Good Beginnings Alliance
        Initiative; (5) Expanding the Families for R.E.A.L.
        program; (6) Increasing the capacity of the
        keiki/family interactive mobile units; (7) Providing
        parenting teens with child care services so they may
        complete high school and pursue vocational training;
        (8) Subsidizing the cost of obtaining a child
        development associate credential; and (9) Establishing
        child care subsidy reimbursement rates based on a
        sliding scale.

HB 174   MAKING AN APPROPRIATION FOR THE CHILDREN'S   HHS,WAM
        HEALTH INSURANCE PROGRAM

        Appropriates funds for the Children's Health Insurance
        Program.

HB 1413  RELATING TO QUEST                           HHS,WAM
HD1
        Requires the Department of Human Services to
        compensate community health centers treating QUEST
        patients based on a risk factor adjustment.

HB 544   RELATING TO SAFETY NET HEALTH PLANS         HHS,WAM
HD1
        Authorizes the Department of Human Services to
        establish a safety net health plan program as a means
        of distributing QUEST funds.

HB 176   RELATING TO TOBACCO TAX                     HHS,WAM
HD2
        Provides that the excise tax on cigarettes shall be
        imposed and collected through the use of stamps
        purchased by wholesalers and dealers, and affixed to
        cigarette packages.  Includes provisions for civil and
        criminal penalties, and for forfeitures of cigarettes,
        to be enforced by the police departments, liquor
        commissions, attorney general, and prosecuting

 
 
 
        attorneys.  Mandates repeal of the law in 2005 upon a
        finding by the State Auditor that the law has not
        reduced the loss of tax revenue due to the illegal
        sale of untaxed cigarettes.

HB 632   RELATING TO DISABILITIES                    HHS,WAM
HD2
        Authorizes the Department of Health (DOH) to designate
        area agencies or managed support organizations for
        persons with developmental disabilities (DD) or mental
        retardation (MR).  Includes under supports and
        services DOH is to administer, supported living
        stipends for persons with DD or MR who choose to live
        independently in a setting other than a licensed
        residential facility.  Appropriates funds for the DD
        and MR.  Allows services for DD/MR living
        independently outside of licensed facilities.
        Requires an audit of case management services provided
        by DOH for DD/MR.

least 24 hours prior to the hearing.  When faxing, please
indicate to whom the testimony is being submitted, the date and
time of the hearing, and the required number of copies needed for
submittal.

interpreter, wheelchair accessibility, or parking designated for

to the hearing so arrangements can be made.
