         DECISION MAKING ON THE FOLLOWING BILLS
            (Deferred from February 18, 1999)


S.B. 1253     RELATING TO AIR POLLUTION                            LRE, WAM
           Allows the director to set and collect fees for the
           actual mitigation of  greenhouse  gases released by
           the permittee.  Allows  those  fees  to be spent by
           creating   carbon   sinks   through   carbon-offset
           forestry projects,  and  establishing  a  system to
           trade carbon credits.

S.B. 91       RELATING TO COASTAL ZONE MANAGEMENT                  LRE, WLH
           Defines the  terms  "baseline", "resource", "scenic
           resources", and  "substantial adverse environmental
           effect  for  the  purposes   of  the  coastal  zone
           management law as it pertains to special management
           areas.

S.B. 795      RELATING TO EMPLOYMENT                                LRE,WAM
           Exempts   from   the   requirement   of  purchasing
           unemployment insurance owners of businesses holding
           at least a 50% interest in their company.

S.B. 1558     RELATING TO LABOR                                    LRE, WAM
           Ensures that employees who  are unemployed due to a
           labor  dispute  shall   not   be  disqualified  for
           unemployment benefits if  the  parties have reached
           an impasse and prior to a work stoppage an offer is
           made submit  the  dispute  to  binding arbitration.
           Provides that  where  collective  bargaining  is in
           effect tip credit may  not  be  take by an employer
           and counted  toward  minimum  wage,  absent a clear
           written agreement.
