                    SENATE  RESOLUTION

  REQUESTING A FEASIBILITY STUDY OF ALTERNATE SOURCES OF DRINKING
    WATER, INCLUDING DESALINATION PLANTS, FOR COUNTY, STATE,
    AND FEDERAL GOVERNMENTS.


 1        WHEREAS, in recent years, concerns about the safety of the
 2   State's ground water sources in the City and County of Honolulu
 3   have been raised, both in the civilian and military
 4   communities, by Mililani and Village Park/Waipahu residents,
 5   and officials at Tripler Army Hospital; and
 6   
 7        WHEREAS, it is critical that Hawaii residents, military
 8   personnel stationed in Hawaii, and all military personnel on
 9   vessels using Hawaii as a refueling point have a constant and
10   continuous source of clean and safe drinking water; and
11   
12        WHEREAS, in recent years, alternate sources of clean and
13   safe drinking water, including desalinated ocean water, have
14   been developed which could supplement Hawaii's ground water
15   sources; and
16   
17        WHEREAS, the technology of the desalination process has
18   developed to the point where it may now be economically
19   feasible for our county, state, and federal governments to
20   consider desalination plants as a supplement for ground water
21   sources; now, therefore,
22   
23        BE IT RESOLVED by the Senate of the Twentieth Legislature
24   of the State of Hawaii, Regular Session of 1999, that the Board
25   of Land and Natural Resources and the Board of Water Supply of
26   the City and County of Honolulu, working in concert with the
27   appropriate federal agency, conduct a study of alternate
28   sources of clean and safe drinking water, including
29   desalination plants, to ascertain their economic feasibility to
30   supplement Hawaii's ground water sources; and
31   
32        BE IT FURTHER RESOLVED that the Board of Land and Natural
33   Resources report findings and recommendations to the
34   Legislature twenty days before the Regular Session of 2000; and
35   
36        BE IT FURTHER RESOLVED that certified copies of this
37   Resolution be transmitted to the Board of Land and Natural
38   Resources, the Board of Water Supply of the City and County of
39   Honolulu, the President of the United States, Hawaii's
40   congressional delegation, the Commander in Chief of the U.S.
