                    SENATE  RESOLUTION

  URGING A CONCERTED EFFORT OF THE DEPARTMENT OF EDUCATION AND
    THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES TO
    INCREASE THE REPAIR AND MAINTENANCE BUDGET FOR HAWAII
    PUBLIC SCHOOLS.



 1        WHEREAS, repair and maintenance projects are defined as
 2   the expenditure of resources necessary for the preventative and
 3   routine maintenance of facilities that are needed to preserve
 4   and restore existing facilities to a good condition; and 
 5   
 6        WHEREAS, a restoration which must be repeated or does not
 7   extend the original life of a facility, is considered to be a
 8   repair and maintenance project if its cost does not exceed 40
 9   per cent of the replacement value for the entire facility; and 
10   
11        WHEREAS, the repair and maintenance of public school
12   buildings have been neglected, causing extensive damage; and 
13   
14        WHEREAS, repair and maintenance is needed to extend the
15   life of these buildings; and
16   
17        WHEREAS, increasing general funds and the issuance of
18   short-term bonds appropriated for the repair and maintenance of
19   public school buildings is the solution to our public schools
20   that have fallen into a state of disrepair; and 
21   
22        WHEREAS, interest rates are currently low, therefore, it
23   is an opportune time to borrow funds; and 
24   
25        WHEREAS, the increased construction activity will promote
26   economic growth to Hawaii's stagnate economy; now, therefore,
27   
28        BE IT RESOLVED by the Senate of the Twentieth Legislature
29   of the State of Hawaii, Regular Session of 1999, that the
30   Department of Education and the Department of Accounting and
31   General Services are urged to increase the repair and
32   maintenance budget to $34 million, using general funds and the
33   issuance of ten-year minimum life expectancy bonds; and

 1        BE IT FURTHER RESOLVED that certified copies of this
 2   Resolution be transmitted to the Superintendent of Education
 3   and the State Comptroller.
