                    SENATE  RESOLUTION
  REQUESTING SUPPORT FROM THE DEPARTMENT OF HEALTH IN
    ESTABLISHING A ROOFING MATERIAL RECYCLING PROGRAM.



 1        WHEREAS, roofing materials for both residential and
 2   commercial roofs are often composed of asphalt products
 3   including asphalt saturated felt, composition shingles,
 4   underlayments, and other items; and
 5   
 6        WHEREAS, homeowners often re-roof their homes every ten
 7   years; and
 8   
 9        WHEREAS, commercial buildings are often re-roofed every
10   ten years; and
11   
12        WHEREAS, old roofing material taken off roofs before
13   re-roofing is taken to landfills by contractors who pay fees in
14   order to dump these materials; and
15   
16        WHEREAS, the roofing industry desires to assist in the
17   State's recycling effort; and
18   
19        WHEREAS, it may be feasible to recycle roofing materials
20   into economically profitable products, thus saving contractors
21   money, providing a new industry for the State, and decreasing
22   the burden on island landfills; now, therefore,
23   
24        BE IT RESOLVED by the Senate of the Twentieth Legislature
25   of the State of Hawaii, Regular Session of 1999, that the
26   Department of Health is requested to study the feasibility of
27   recycling roofing materials into economically viable products;
28   and
29   
30        BE IT FURTHER RESOLVED that the Department of Health is
31   requested to consult with appropriate government agencies and
32   private industry in conducting this study, including the
33   Department of Business, Economic Development, and Tourism, the
34   Clean Hawaii Center, and the Hawaii Roofing Contractors
35   Association; and
36   
37        BE IT FURTHER RESOLVED that the Department of Health is
38   requested to report its findings and recommendations to the
39   Legislature not less than twenty days before the convening of
40   the Regular Session of 2000; and

 2        BE IT FURTHER RESOLVED that certified copies of this
 3   Resolution be transmitted to the Director of Health, the
 4   Director of Business, Economic Development, and Tourism, the
 5   Clean Hawaii Center, and the Hawaii Roofing Contractors
 6   Association.
