                    SENATE  CONCURRENT
                        RESOLUTION

  URGING THE UNIVERSITY OF HAWAII SCHOOL OF PUBLIC HEALTH TO
    FOSTER AN IMPROVED PARTNERSHIP WITH THE DEPARTMENT OF
    HEALTH.



 1        WHEREAS, the mission of the Department of Health is to
 2   provide leadership to monitor, promote, protect, and enhance
 3   the health and environmental well-being of all of Hawaii's
 4   people; and 
 5   
 6        WHEREAS, the mission of the University of Hawaii School of
 7   Public Health is to promote public health practice and advance
 8   public health knowledge in the profession's on-going efforts to
 9   improve the health and well-being of society as a whole; and 
10   
11        WHEREAS, both the Department of Health and the School of
12   Public Health share the common mission of fostering the health
13   of the population of the State of Hawaii; and 
14   
15        WHEREAS, for over 30 years, the School of Public Health
16   and the Department of Health have had some level of
17   cooperation, including shared research and evaluation projects;
18   and
19   
20        WHEREAS, the Department of Health has provided lectures
21   and needed technical expertise at the School of Public Health
22   as well as field practicum sites to students; and 
23   
24        WHEREAS, the budget restrictions of the past few years
25   have reduced the extent of collaboration between the
26   Department of Health and the School of Public Health and has
27   reduced joint activities to their lowest point in over a
28   decade; and 
29   
30        WHEREAS, a stronger collaborative and cooperative
31   relationship between the Department of Health and the School of
32   Public Health affords an opportunity to benefit both
33   organizations; and

 1        WHEREAS, the Department of Health would be provided with
 2   access to the highly skilled faculty and 200 graduate students
 3   with a variety of degrees for consultation in programs and
 4   research and a broader knowledge base for its efforts as well
 5   as a potential labor force of some consequence; and 
 6   
 7        WHEREAS, the School of Public Health would be provided
 8   with professionally trained public health personnel to augment
 9   the teaching and research, and enhance the public health
10   practice aspect of the curriculum of the School; and 
11   
12        WHEREAS, the School of Public Health would additionally be
13   presented with an opportunity for students to participate in
14   real-life public health decision making and practice and
15   afforded a series of new research and service venues; and 
16   
17        WHEREAS, a partnership between the School of Public Health
18   and the Department of Health would be cost effective in sharing
19   expertise rather than employing a duplication of expertise in
20   each respective government agency; now, therefore, 
21   
22        BE IT RESOLVED by the Senate of the Twentieth Legislature
23   of the State of Hawaii, Regular Session of 1999, the House of
24   Representatives concurring, that the University of Hawaii
25   School of Public Health and the Department of Health develop an
26   action plan to enhance their collaborative relationship by
27   establishing a more formal partnership involving joint
28   agreements, activities, and appointments; and 
29   
30        BE IT FURTHER RESOLVED that the Board of Regents and the
31   School of Public Health establish goals and objectives in order
32   to accomplish a more formal partnership with the Department of
33   Health; and 
34   
35        BE IT FURTHER RESOLVED that the Department of Health is
36   requested to report findings and recommendations to the
37   Legislature twenty days before the convening of the Regular
38   Session of 2000; and 
39   
40        BE IT FURTHER RESOLVED that certified copies of this
41   Concurrent Resolution be transmitted to the Director of Health,

 2   Regents of the University of Hawaii.
