                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF EDUCATION AND THE BOARD OF
    EDUCATION TO ESTABLISH A TECHNOLOGY EDUCATION PROGRAM.


 1        WHEREAS, the importance of quality education for Hawaii's
 2   children has always been an important issue for the people of
 3   this State; and 
 4   
 5        WHEREAS, technology can be used in public schools to
 6   provide opportunities for students to meet curriculum standards
 7   and for educators to effectively enhance and support learning;
 8   and
 9   
10        WHEREAS, technology can be used in public schools to
11   enable students to feel confident about using contemporary
12   technologies as a tool for problem solving and decision-making;
13   and
14   
15        WHEREAS, section 302A-1128, Hawaii Revised Statutes,
16   requires that all public school students be progressively
17   competent in the use of computer technology; and 
18   
19        WHEREAS, currently, while various technology programs may
20   be available at different schools, there is no uniform
21   technology education program for all Hawaii public schools that
22   systematically provides for progressive competency; and 
23   
24        WHEREAS, there is a need in the public schools for a
25   comprehensive technology education program that will promote
26   collaborative planning and implementation by the
27   administration, faculty, students, parents, and community
28   leaders for the use of contemporary technologies in the
29   classroom for the 21st Century; and
30   
31        WHEREAS, the technology program also should include an
32   infrastructure plan for information systems in school local
33   area networks and a statewide area network; now, therefore,
34   
35        BE IT RESOLVED by the Senate of the Twentieth Legislature
36   of the State of Hawaii, Regular Session of 1999, the House of
37   Representatives concurring, that the Department of Education

 1   and the Board of Education are requested to develop a
 2   comprehensive plan, which shall include statewide goals and
 3   objectives, for a technology education program for Hawaii
 4   public schools to carry out the direction contained in section
 5   302A-1128, Hawaii Revised Statutes; and 
 6   
 7        BE IT FURTHER RESOLVED that the Department of Education
 8   and the Board of Education are requested to collaborate with
 9   the Hawaii Association of School Technology Educators in the
10   development of goals and objectives and a technology education
11   program; and 
12   
13        BE IT FURTHER RESOLVED that certified copies of this
14   Concurrent Resolution be transmitted to the Superintendent of
15   Education and the Board of Education.
