                    SENATE  CONCURRENT
                        RESOLUTION

  RELATING TO THE DEVELOPMENT OF A SMART PARK IN THE DISTRICT OF
    KAKA`AKO. 


 1        WHEREAS, the legislative and executive branches of our
 2   state government have recognized the critical importance of
 3   developing a bold and progressive strategy to help revitalize
 4   Hawaii's stagnant economy; and
 5   
 6        WHEREAS, an important component of this strategy is to
 7   develop and expand new businesses in Hawaii's technology
 8   sector, as well as to enhance competition in traditionally
 9   non-tech sectors through advanced applications of science and
10   technology; and
11   
12        WHEREAS, toward this end, the Governor of Hawaii, in his
13   1998 state-of-the-state address, endorsed the concept of a
14   "Smart Park" as a catalyst for such development; and
15   
16        WHEREAS, to facilitate this development, critical support
17   in areas related to infrastructure, venture capital,
18   management, and training will be required, as well as
19   incentives to encourage overseas investment in Hawaii's
20   technology-based industries; now, therefore,
21   
22        BE IT RESOLVED by the Senate of the Twentieth Legislature
23   of the State of Hawaii, Regular Session of 1999, the House of
24   Representatives concurring, that the Department of Business,
25   Economic Development, and Tourism (DBEDT), and the Hawaii
26   Community Development Authority (HCDA) shall conduct an
27   evaluation of the potential for establishing a "Smart Park" in
28   the district of Kaka`ako; and
29   
30        BE IT FURTHER RESOLVED that this evaluation shall include
31   but not be limited to a description of the potential nature,
32   operation of, and demand for a "Smart Park" to facilitate the
33   inception and growth of technology-based companies in the
34   State, including an evaluation of related infrastructure
35   requirements, markets that would be served, and start-up
36   capital needs; and

 2        BE IT FURTHER RESOLVED that DBEDT and HCDA shall work with
 3   other appropriate agencies and entities statewide, both public
 4   and private, in preparing this evaluation; and
 5   
 6        BE IT FURTHER RESOLVED that this evaluation shall be
 7   submitted to the Legislature for review no later than twenty
 8   days prior to the opening of the 2000 Session; and
 9   
10        BE IT FURTHER RESOLVED that certified copies of this
11   Concurrent Resolution be transmitted to the Director of the
12   Department of Business, Economic Development, and Tourism and
13   the Executive Director of the Hawaii Community Development
14   Authority.
