                    SENATE  CONCURRENT
                        RESOLUTION

  OBSERVING 1999 AS THE INTERNATIONAL YEAR OF OLDER PERSONS.


 1        WHEREAS, aging is a lifelong process, beginning with
 2   childhood and extending into the elder years; and
 3   
 4        WHEREAS, Governor Benjamin Cayetano has signed a
 5   Proclamation declaring 1999 as the International Year of Older
 6   Persons in Hawaii; and
 7   
 8        WHEREAS, Hawaii is committed to promoting independence and
 9   enhancing the dignity of the population of elders of nearly
10   200,000, age sixty-five and older, and their families through
11   innovative policies, programs, and services to serve the
12   elderly; and
13   
14        WHEREAS, Hawaii is the third in the nation in the growth
15   rate of the population of seniors; and
16   
17        WHEREAS, older persons in Hawaii have shaped society and
18   contributed to communities by imparting their wisdom and
19   establishing a heritage and tradition for generations to come;
20   and
21   
22        WHEREAS, for the well-being of society, there is a need
23   for the young to learn from the old, and the old to be cared
24   for by the family; and
25   
26        WHEREAS, the overall quality of life and health improves
27   when all generations cooperate with one another to work hard
28   towards improvement; and
29   
30        WHEREAS, Hawaii's citizens share the hope and the vision
31   that a "society for all ages", the theme for the International
32   Year of Older Persons, 1999, will be realized by the
33   recognition of the rights and responsibilities of all age
34   groups; and
35   
36        WHEREAS, the International Year of Older Persons provides
37   a special opportunity to honor Na Kupuna in Hawaii and the
38   world for the many years they spent giving to others and
39   sharing their knowledge and experiences; now, therefore,

 1        BE IT RESOLVED by the Senate of the Twentieth Legislature
 2   of the State of Hawaii, Regular Session of 1999, the House of
 3   Representatives concurring, that 1999 be observed as the
 4   International Year of Older Persons; and
 5   
 6        BE IT FURTHER RESOLVED that Hawaii's citizens are urged to
 7   participate in community projects in 1999 and to pay tribute to
 8   Na Kupuna and their families, caregivers, neighbors, and
 9   friends with a sincere Aloha spirit; and
10   
11        BE IT FURTHER RESOLVED that certified copies of this
12   Concurrent Resolution be transmitted to the Governor of Hawaii,
13   the Mayors of each county, and Executive Office on Aging.
