                    SENATE  CONCURRENT
                        RESOLUTION

  URGING THE GOVERNOR TO ESTABLISH AND IMPLEMENT A TOURISM
    MARKETING AND PROMOTION PLAN TO ATTRACT PARTICIPANTS AND
    SPECTATORS OF THE 2000 SUMMER OLYMPICS IN SYDNEY,
    AUSTRALIA TO HAWAII.



 1        WHEREAS, the continued success of the visitor industry is
 2   vital to the State's economic recovery; and
 3   
 4        WHEREAS, as the single most important segment of the
 5   State's economy, the travel and tourism industry generates
 6   approximately one-quarter of the State's gross product and
 7   approximately one-third of the State's jobs; and
 8   
 9        WHEREAS, because the diversification of Hawaii's visitor
10   base is desirable, the travel and tourism industry must
11   constantly continue to market Hawaii to potential new visitor
12   markets; and
13   
14        WHEREAS, to this end, the 2000 Summer Olympic Games to be
15   held in Sydney, Australia provide a unique opportunity to the
16   State in that Hawaii is positioned as the geographic midpoint
17   between the two American continents and Australia; and
18   
19        WHEREAS, it has been estimated that up to 10,200 athletes,
20   5,100 officials, and 15,000 media personnel will participate in
21   staging the Olympic Games; and
22   
23        WHEREAS, it has also been estimated that over 5.5 million
24   tickets will be sold to spectators; and
25   
26        WHEREAS, ideally situated, Hawaii is in the enviable
27   position to market itself as both the place for persons from
28   North and South America to begin or end their Olympic journey
29   between their homes and Australia; and
30   
31        WHEREAS, athletes participating in the Olympic Games could
32   use Hawaii as a training site prior to traveling to Australia;

 1        WHEREAS, all these benefits could be utilized by the State
 2   to bolster a lagging tourism market; provided that immediate
 3   and effective action is taken; now, therefore,
 4   
 5        BE IT RESOLVED by the Senate of the Twentieth Legislature
 6   of the State of Hawaii, Regular Session of 1999, the House of
 7   Representatives concurring, that the Governor is urged to
 8   contact the 2000 Olympic Committee and any other appropriate
 9   entity in order to develop and implement a tourism marketing
10   plan to bring Olympic Games spectators and participants to
11   Hawaii; and
12   
13        BE IT FURTHER RESOLVED that the Governor submit a progress
14   report to the Legislature no later than twenty days prior to
15   the convening of the 2000 Regular Session; and
16   
17        BE IT FURTHER RESOLVED that certified copies of this
18   Concurrent Resolution be transmitted to the Governor, the
19   Director of Business, Economic Development, and Tourism, and
20   the President of the Hawaii Visitors and Convention Bureau.
