                    SENATE  CONCURRENT
                        RESOLUTION

  URGING THE SUPPORT FOR HOME ORGANIC PRODUCE COOPERATIVES.


 1        WHEREAS, citizens of the State who grow fruits and
 2   vegetables in gardens at their place of residence for their own
 3   consumption often have a surplus of these fruits and
 4   vegetables; and
 5   
 6        WHEREAS, if the efforts of such citizens could be
 7   organized to form cooperatives their surpluses could be sold in
 8   the local market and the State would be less dependent on
 9   imported produce; and
10   
11        WHEREAS, home organic produce cooperatives could be a
12   means to: 
13   
14        (1)  Educate home gardeners about growing organic produce;
15   
16        (2)  Assist home gardeners to market their produce; and
17   
18        (3)  Advise home gardeners on any other pertinent matters
19             relating to the marketing, and selling of surplus
20             organic produce to the general public;
21   
22    and
23   
24        WHEREAS, the State supports the development of the organic
25   industry as a viable agricultural practice because the industry
26   promotes both the recycling of bioregional resources and the
27   local production and consumption for a self-reliant industry;
28   and
29   
30        WHEREAS, the Makiki Neighborhood Board in the City and
31   County of Honolulu supports the establishment of home organic
32   produce cooperatives; now, therefore,
33   
34        BE IT RESOLVED by the Senate of the Twentieth Legislature
35   of the State of Hawaii, Regular Session of 1999, the House of
36   Representatives concurring, that the Department of Agriculture,
37   with assistance from the Department of Business, Economic
38   Development, and Tourism, and the extension service of the

 1   University of Hawaii, is urged to develop a coordinated plan to
 2   provide assistance and support to citizen gardeners who may be
 3   interested in forming community-based home organic produce
 4   cooperatives; and
 5   
 6        BE IT FURTHER RESOLVED that the Department of Agriculture
 7   is requested to submit a report on its progress no later than
 8   twenty days prior to the convening of the 2000 Regular Session;
 9   and
10   
11        BE IT FURTHER RESOLVED that certified copies of this
12   Concurrent Resolution be transmitted to the Chairperson of the
13   Board of Agriculture, the Director of Business, Economic
14   Development, and Tourism, the Dean of the College of Tropical
15   Agriculture and Human Resources, and the Chairperson of the
16   Makiki Neighborhood Board.
