                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING URGENT ATTENTION TO AN EXPEDITIOUS PLAN OF ACTION TO
    RESTORE KAUMALAPAU HARBOR.


 1        WHEREAS, in the recent past, the dominant economic driving
 2   force for the Hawaiian Islands was agriculture; and
 3   
 4        WHEREAS, the economy of the island of Lanai was once
 5   dominated by pineapple production; and
 6   
 7        WHEREAS, since the rise in economic importance of the
 8   tourism industry in Hawaii and the entry of large scale
 9   production of tropical fruits in many other countries, the
10   reliance on the pineapple growing industry on the island of
11   Lanai has diminished; and
12   
13        WHEREAS, Kaumalapau Harbor is the only boat harbor on
14   Lanai capable of handling commercial boat operators and is
15   critical to the economic viability of Lanai; and
16   
17        WHEREAS, the title to Kaumalapau Harbor is held by the
18   Lanai Company; and
19   
20        WHEREAS, the condition of Kaumalapau Harbor has so
21   deteriorated that it is in a serious state of disrepair and,
22   according to the Army Corps of Engineers, the breakwater for
23   the Kaumalapau Harbor must be rebuilt in order for the harbor
24   to function properly; and
25   
26        WHEREAS, the residents and businesses of Lanai cannot
27   sustain and develop future economic diversification solutions
28   for their community, unless Kaumalapau Harbor is immediately
29   repaired to provide basic transport services to the community;
30   and
31   
32        WHEREAS, until the harbor is improved, the residents and
33   businesses of Lanai will continue to endure severe economic
34   hardship; now, therefore,
35   
36        BE IT RESOLVED by the Senate of the Twentieth Legislature
37   of the State of Hawaii, Regular Session of 1999, the House of

 1   Representatives concurring, that the Governor, the Department
 2   of Transportation, and the Lanai Company are requested to
 3   attend to this urgent matter and agree to an expedient plan of
 4   action to immediately restore Kaumalapau Harbor; and
 5   
 6        BE IT FURTHER RESOLVED that the Department of
 7   Transportation is requested to report on the status of the
 8   Kaumalapau Harbor project, and the expedited plan of action to
 9   the Legislature by April 1, 1999; and
10   
11        BE IT FURTHER RESOLVED that certified copies of this
12   Concurrent Resolution be transmitted to the Governor, the
13   Director of Transportation, and the President of Lanai Company.
