                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF TRANSPORTATION, IN CONJUNCTION
    WITH THE UNITED STATES NAVY AT PEARL HARBOR, THE CITY AND
    COUNTY OF HONOLULU, AND THE AIEA NEIGHBORHOOD BOARD NO. 20
    TO PLAN AND IMPLEMENT A PROGRAM TO BEAUTIFY THE GATEWAY
    INTO AIEA.
 


 1        WHEREAS, one of the major gateways into Aiea from Honolulu
 2   by vehicular, bicycle, or pedestrian traffic is accomplished
 3   through Kamehameha Highway located adjacent to Pearl Harbor at
 4   Halawa; and
 5   
 6        WHEREAS, the gateway to Aiea is also very congested due to
 7   tourists visiting the United States National Park facility at
 8   the USS Arizona Memorial, the USS Bowfin Submarine Museum, the
 9   recently opened USS Missouri, the Aloha Stadium, and the major
10   shopping centers; and
11   
12        WHEREAS, it has been said that "the first impression is
13   most important" and this is particularly true for the 1,500,000
14   visitors to the USS Arizona and the USS Bowfin, the estimated
15   800,000 to visit the USS Missouri during its second year of
16   operations, and the thousands attending concerts and other
17   events at the Aloha Stadium; and
18   
19        WHEREAS, the gateway to Aiea and its surrounding areas
20   must be presented to our visitors and residents as an
21   attractive, beautifully landscaped, clean, and wholesome
22   environment with special attention to the USS Arizona and the
23   Ford Island entrances; and
24   
25        WHEREAS, the Department of Transportation has several
26   projects in the budget request for fiscal biennium 1999-2001
27   relating to bikeways and bridge replacement in the affected
28   area which can contribute to the beautification of the Aiea
29   Gateway; now, therefore,
30   
31        BE IT RESOLVED by the Senate of the Twentieth Legislature
32   of the State of Hawaii, Regular Session of 1999, the House of

 1   Representatives concurring, that the Legislature urges the
 2   Department of Transportation in concert with the United States
 3   Navy at Pearl Harbor, the City and County of Honolulu, and the
 4   Aiea Neighborhood Board No. 20 to determine the most economical
 5   short- and long-range alternatives, including partnerships with
 6   public and private organizations, to beautify and upgrade the
 7   areas on Kamehameha Highway in the vicinity of the entrances to
 8   the Arizona Memorial Visitor Center, the USS Bowfin Submarine
 9   Museum, Halawa Housing, Ford Island, the USS Missouri, the
10   Aloha Stadium, and the surrounding environment up to and
11   including Honomanu Street; and
12   
13        BE IT FURTHER RESOLVED that the Director of Transportation
14   is requested to report findings and recommendations to the
15   Legislature twenty days before the convening of the Regular
16   Session of 2000; and
17   
18        BE IT FURTHER RESOLVED that certified copies of this
19   Concurrent Resolution be transmitted to the Governor, the
20   Director of Transportation, the Mayor of the City and County of
21   Honolulu, the Commander in Chief, U.S. Pacific Fleet, and the
22   Chairperson of Aiea Neighborhood Board No. 20.
