                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING THE DEPARTMENT OF TRANSPORTATION, IN CONJUNCTION
    WITH THE NAVY AT PEARL HARBOR, THE CITY AND COUNTY OF
    HONOLULU,  AND THE AIEA NEIGHBORHOOD BOARD NO. 20 TO PLAN
    AND IMPLEMENT A PROGRAM TO BEAUTIFY THE GATEWAY INTO AIEA.
 


 1        WHEREAS, one of the major gateways into Aiea from Honolulu
 2   by vehicular, bicycle, or pedestrian traffic is accomplished
 3   through Kamehameha Highway located adjacent to Pearl Harbor at
 4   Halawa; and
 5   
 6        WHEREAS, the gateway to Aiea is also very congested due to
 7   tourists visiting the United States National Park facility at
 8   the USS Arizona Memorial, the USS Bowfin Submarine Museum, the
 9   recently opened USS Missouri, the Aloha Stadium, and the major
10   shopping centers; and
11   
12        WHEREAS, it has been said that "the first impression is
13   most important" and this is particularly true to the 1.5
14   million visitors to the USS Arizona and the USS Bowfin, the
15   estimated 800,000 to visit the USS Missouri during its second
16   year of operations, and the thousands attending concerts and
17   other events at the Aloha Stadium; and
18   
19        WHEREAS, the gateway to Aiea and its surrounding areas
20   must present to our visitors and residents with an attractive,
21   beautifully landscaped, clean, and wholesome environment with
22   special attention to the USS Arizona and the Ford Island
23   entrances; and
24   
25        WHEREAS, the Department of Transportation has several
26   projects in the budget request for Fiscal Biennium 1999-2001
27   relating to bikeways and bridge replacement in the affected
28   area, which can contribute to the beautification of the Aiea
29   Gateway; now, therefore,
30   
31        BE IT RESOLVED by the Senate of the Twentieth Legislature
32   of the State of Hawaii, Regular Session of 1999, the House of
33   Representatives concurring, that the Legislature urges the
34   Department of Transportation in concert with the Navy at Pearl

 1   Harbor, the City and County of Honolulu, and the Aiea
 2   Neighborhood Board No. 20 to determine the most economical
 3   short and long range alternatives, including partnerships with
 4   public and private organizations, to accomplish the
 5   beautification and upgrading the areas of the Kamehameha
 6   Highway in the vicinity of the entrances to the Arizona
 7   Memorial Visitor Center, the USS Bowfin Submarine Museum,
 8   Halawa Housing, Ford Island, the USS Missouri, the Aloha
 9   Stadium, and the surrounding environment up to and including
10   Honomanu Street; and
11   
12        BE IT FURTHER RESOLVED that the Director of Transportation
13   is requested to report the findings and recommendations to the
14   Legislature twenty days before the convening of the Regular
15   Session of 2000; and
16   
17        BE IT FURTHER RESOLVED that certified copies of this
18   Concurrent Resolution be transmitted to the Governor; the
19   Director of Transportation; the Mayor of Honolulu; the
20   Commander in Chief, Pacific; and the Chairperson of Aiea
21   Neighborhood Board No. 20.
