                    SENATE  CONCURRENT
                        RESOLUTION

  URGING THE DEPARTMENT OF LAND AND NATURAL RESOURCES AND THE
    DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM
    TO SEEK THE CREATION OF A MULTI-PURPOSE SPORTS COMPLEX.


 1        WHEREAS, the State of Hawaii is seeking to create an
 2   environment which is supportive of sports training and
 3   professional sports; and
 4   
 5        WHEREAS, a multi-sports complex with shared roadways,
 6   parking, maintenance, and other common facilities and equipment
 7   is the most practical and feasible; and
 8   
 9        WHEREAS, a multi-sports complex would provide equal
10   opportunity for all sports, which in addition to football,
11   baseball, and basketball, would include tennis, soccer,
12   swimming, track and field, wrestling, martial arts, polo,
13   dressage, auto racing, horse racing, and others; and
14   
15        WHEREAS, dormitory facilities could be constructed for
16   employees who are required to live on-site and could also
17   provide opportunities for youth at-risk to be employed; and
18   
19        WHEREAS, a multi-sports complex will provide the
20   infrastructure for more economic growth for retailers,
21   restaurants, wholesalers, and manufacturers; and
22   
23        WHEREAS, the designation of five hundred to one thousand
24   acres of land for the purpose of constructing a multi-sports
25   complex will clearly indicate to the investment community that
26   there is an excellent opportunity to invest in Hawaii; and
27   
28        WHEREAS, a multi-sports complex will assure Hawaii of
29   retaining the Pro Bowl for many years in the future; it will
30   also play a major role in obtaining a professional sports
31   franchise; and
32   
33        WHEREAS, while major cities and states have funded
34   facilities to attract sports franchises, Hawaii has an
35   opportunity for excellent economic growth by merely providing
36   needed land use approvals; now, therefore,

 2        BE IT RESOLVED by the Senate of the Twentieth Legislature
 3   of the State of Hawaii, Regular Session of 1999, the House of
 4   Representatives concurring, that the Department of Land and
 5   Natural Resources and the Department of Business, Economic
 6   Development, and Tourism are requested to identify suitable
 7   state land on Oahu; solicit proposals with the assistance of
 8   the procurement office; and seek appropriate legislative
 9   approvals to seek the creation of a multi-sports complex for
10   the State of Hawaii; and
11   
12        BE IT FURTHER RESOLVED that certified copies of this
13   Concurrent Resolution be transmitted to the Governor, the
14   Chairperson of the Board of Land and Natural Resources, and the
15   Director of Business, Economic Development, and Tourism.
