                    SENATE  CONCURRENT
                        RESOLUTION

REQUESTING THE OFFICE OF PLANNING TO ESTABLISH WORKING GROUPS ON
   EACH ISLAND TO IDENTIFY, EXAMINE, AND RESOLVE OUTSTANDING
   LAND USE ISSUES AND THEIR IMPACT ON THE HAWAIIAN AND NATIVE
   HAWAIIAN PEOPLES AND THEIR CULTURE.



 1       WHEREAS, the Hawaiian culture performs an important
 2   function in our state and plays a fundamental role in our local
 3   communities; and
 4   
 5       WHEREAS, over the years, the Legislature has been committed
 6   to preserving and perpetuating the Hawaiian culture, in
 7   particular, the traditional language, practices, and beliefs,
 8   as shown through its support of language immersion programs,
 9   traditional healing practices, and recovery of religious
10   artifacts; and
11   
12       WHEREAS, an integral part of the Hawaiian culture is Na
13   Kupuna, or Hawaiian elders, who are at the forefront of
14   contemporary Hawaiian culture because it is Na Kupuna who
15   remember, preserve, and pass on the Hawaiian culture to the
16   younger generations; and
17   
18       WHEREAS, any attempt to resolve outstanding land use issues
19   should include the input and leadership of Na Kupuna, because
20   of their invaluable expertise, experience, and knowledge; and
21   
22       WHEREAS, successful resolution of land use issues can only
23   be achieved through a consensus among all interested and
24   involved parties; now, therefore,
25   
26       BE IT RESOLVED by the Senate of the Twentieth Legislature
27   of the State of Hawaii, Regular Session of 1999, the House of
28   Representatives concurring, that the Office of Planning is
29   requested to establish working groups on each island to
30   identify, examine, and resolve outstanding land issues and
31   their impact on the Hawaiian and native Hawaiian peoples and
32   culture; and

 1       BE IT FURTHER RESOLVED that in addition to a representative
 2   from the Office of Planning, the working groups on the islands
 3   of Oahu, Maui, Kauai, Hawaii, Molokai, and Lanai shall include
 4   proportional representation from the following groups on each
 5   island:
 6   
 7       (1)  Na Kupuna;
 8   
 9       (2)  Land developers; and
10   
11       (3)  Members of the public and other organizations who
12            demonstrate interest and expertise in land use issues;
13   
14   and
15   
16       BE IT FURTHER RESOLVED that the Office of Planning submit
17   its findings and recommendations for each working group to the
18   Legislature no later than twenty days before the convening of
19   the Regular Session of 2000; and
20   
21       BE IT FURTHER RESOLVED that a certified copy of this
22   Concurrent Resolution be transmitted to the Director of the
23   Office of Planning.
