                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING EVERY STATE AGENCY CONSULT WITH THE STATE
    PROCUREMENT POLICY BOARD BEFORE PURCHASING OR INSTALLING
    COMPUTER HARDWARE OR SOFTWARE.



 1        WHEREAS, every agency should have goals and objectives and
 2   an action plan as to how to accomplish these goals and
 3   objectives for the State; and 
 4   
 5        WHEREAS, computers, computer systems, and a comprehensive
 6   communications system may help agencies better achieve their
 7   stated goals and objectives; and
 8   
 9        WHEREAS, chapter 103D, Hawaii Revised Statues (HRS),
10   establishes the Public Procurement Code for the State of
11   Hawaii; and 
12   
13        WHEREAS, section 103D-201, HRS, sets forth the authority
14   of the State Procurement Policy Board, including the governing,
15   management, control, and disposal of any and all goods,
16   services, and construction for the State; and 
17   
18        WHEREAS, the Chief Procurement Officer's duties in
19   103D-206, HRS, is to "assist, advise, and guide governmental
20   bodies in matters relating to procurement"; and
21   
22        WHEREAS, a state agency's purchasing and installation of
23   computer hardware and software is a matter related to
24   procurement; and 
25   
26        WHEREAS, the State Procurement Policy Board is equipped
27   with the knowledge and resources that enables it to best judge
28   what computer hardware and software purchases should be made
29   for the State agencies; and 
30   
31        WHEREAS, statewide coordination is needed in purchasing
32   and installing computer hardware and software in the interests
33   of productivity, efficiency, consistency, integration, and
34   cost; and

 1        WHEREAS, unfortunately, State agencies fail to consult
 2   with the State Procurement Policy Board prior to purchasing or
 3   installing computer software or hardware; and  
 4    
 5        WHEREAS, for example, currently, the Judiciary is
 6   attempting to install a computer information management system
 7   in which countless hours may be expended by court personnel
 8   attempting to identify applicable hardware and software; and 
 9   
10        WHEREAS, as a result of not consulting with the State
11   Procurement Policy Board, additional costs may be incurred by
12   the Judiciary to hire a private consultant to develop the
13   information system; and 
14   
15        WHEREAS, savings may be incurred if the State Procurement
16   Policy Board is consulted prior to installing the information
17   system; and
18   
19        WHEREAS, the Legislative Auditor has expressed concerns
20   regarding procurement; now, therefore, 
21   
22        BE IT RESOLVED by the Senate of the Twentieth Legislature
23   of the State of Hawaii, Regular Session of 1999, the House of
24   Representatives concurring, that every state agency is
25   requested to consult with the State Procurement Policy Board
26   prior to purchasing or installing computer hardware or
27   software; and
28   
29        BE IT FURTHER RESOLVED the Governor is requested to
30   coordinate compliance with this Concurrent Resolution; and 
31   
32        BE IT FURTHER RESOLVED that the Chief Procurement Officer
33   is requested to report progress and recommendations to the
34   Legislature twenty days before the convening of the Regular
35   Session of 2000; and 
36   
37        BE IT FURTHER RESOLVED that certified copies of this
38   Concurrent Resolution be transmitted to the Governor, the Chief
39   Procurement Officer, the Director of every state agency, the
40   Administrative Director of the Courts, the Board of Trustees
41   for the Office of Hawaiian Affairs, the Superintendent of
42   Education, and the President of the University of Hawaii.
