                    SENATE  CONCURRENT
                        RESOLUTION

  REQUESTING EVERY STATE AGENCY CONSULT WITH THE STATE
    PROCUREMENT OFFICE BEFORE PURCHASING OR INSTALLING
    COMPUTER HARDWARE OR SOFTWARE.



 1        WHEREAS, every agency should have goals and objectives and
 2   an action plan as to how to accomplish these goals and
 3   objectives for the State; and 
 4   
 5        WHEREAS, computers and computer systems may help agencies
 6   better achieve their stated goals and objectives; and
 7   
 8        WHEREAS, chapter 103D, Hawaii Revised Statues (HRS),
 9   establishes the Public Procurement Code for the State of
10   Hawaii; and 
11   
12        WHEREAS, section 103D-201, HRS, sets forth the authority
13   of the State Procurement Policy Office, including the
14   governing, management, control, and disposal of any and all
15   goods, services, and construction for the State; and 
16   
17        WHEREAS, the Chief Procurement Officer's duties in
18   103D-206, HRS, is to "assist, advise, and guide governmental
19   bodies in matters relating to procurement"; and 
20   
21        WHEREAS, a state agency's purchasing and installation of
22   computer hardware and software is a matter related to
23   procurement; and 
24   
25        WHEREAS, the State Procurement Office is equipped with the
26   knowledge and resources that enables it to best judge what
27   computer hardware and software purchases should be made for the
28   State agencies; and 
29   
30        WHEREAS, statewide coordination is needed in purchasing
31   and installing computer hardware and software in the interests
32   of productivity, efficiency, consistency, integration, and
33   cost; and
34   
35        WHEREAS, unfortunately, State agencies fail to consult

 1   with the State Procurement Office prior to purchasing or
 2   installing computer software or hardware; and  
 3    
 4        WHEREAS, for example, currently, the Judiciary is
 5   attempting to install a computer information management system
 6   in which countless hours may be expended by court personnel
 7   attempting to identify applicable hardware and software; and 
 8   
 9        WHEREAS, as a result of not consulting with the State
10   Procurement Office, additional costs may be incurred by the
11   Judiciary to hire a private consultant to develop the
12   information system; and 
13   
14        WHEREAS, savings may be incurred if the State Procurement
15   Office was consulted prior to installing the information
16   system; now, therefore, 
17   
18        BE IT RESOLVED by the Senate of the Twentieth Legislature
19   of the State of Hawaii, Regular Session of 1999, the House of
20   Representatives concurring, that every state agency is
21   requested to consult with the State Procurement Office prior to
22   purchasing or installing computer hardware or software; and 
23   
24        BE IT FURTHER RESOLVED that the State Procurement Officer
25   is requested to report progress and recommendations to the
26   Legislature twenty days before the convening of the Regular
27   Session of 2000; and 
28   
29        BE IT FURTHER RESOLVED that certified copies of this
30   Concurrent Resolution be transmitted to the Chief Procurement
31   Officer, the Director of every state agency, the Administrative
32   Director of the Courts, the Board of Trustees for the Office of
33   Hawaiian Affairs, the Superintendent of Education, and the
34   President of the University of Hawaii.
