                    SENATE  CONCURRENT
                        RESOLUTION
  REQUESTING THE DEPARTMENT OF TRANSPORTATION TO STUDY
    ALTERNATIVES TO THE KEAAU-PAHOA ROAD.



 1        WHEREAS, in recent years, the Puna district on the Big
 2   Island has become one of the fastest growing communities in the
 3   State; and
 4   
 5        WHEREAS, this population boom has taken its toll on Puna's
 6   infrastructure and its ability to provide for the community;
 7   and
 8   
 9        WHEREAS, the Keaau-Pahoa Road is the only thoroughfare in
10   Puna; and
11   
12        WHEREAS, this small two-lane highway is not meeting the
13   increasing demands of the Puna community; and
14   
15        WHEREAS, during busy hours, delays of up to three times
16   the normal travel time is not unusual on the Keaau-Pahoa Road;
17   and 
18   
19        WHEREAS, increased traffic on Keeau-Pahoa Road makes
20   vehicular passing very dangerous resulting in numerous traffic
21   accidents that place the health, safety, and welfare of the
22   community in jeopardy; now, therefore,
23   
24        BE IT RESOLVED by the Senate of the Twentieth Legislature
25   of the State of Hawaii, Regular Session of 1999, the House of
26   Representatives concurring, that the Department of
27   Transportation is requested to study and recommend alternatives
28   to the Keaau-Pahoa Road; and
29   
30        BE IT FURTHER RESOLVED that the Department of
31   Transportation is requested to include in the study, a review
32   of the possibility of using Railroad Avenue as an alternative
33   and expanding Highway 130 into a full four-lane highway; and
34   
35        BE IT FURTHER RESOLVED that the Department of
36   Transportation is requested to report its findings and
37   recommendations to the Legislature twenty days before the
38   convening of the Regular Session of 2000; and

 2        BE IT FURTHER RESOLVED that a certified copy of this
 3   Concurrent Resolution be transmitted to the Director of
 4   Transportation.
