                   A  BILL  FOR  AN  ACT

RELATING TO EDUCATION. 


BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

 1      SECTION 1.  Section 302A-1004, Hawaii Revised Statutes, is
 
 2 amended to read as follows:
 
 3      "[[]§302A-1004[]]  Educational assessment and
 
 4 accountability; annual reports[.]; web pages.  (a)  The
 
 5 department shall submit to the legislature and to the governor,
 
 6 at least twenty days prior to the convening of each regular
 
 7 legislative session, an educational status report that includes
 
 8 but is not limited to the following:
 
 9      (1)  Results of school-by-school assessments of educational
 
10           outcomes, including reference to such student
 
11           performance standards and school-by-school assessment
 
12           models as may be developed by the commission on
 
13           performance standards and adopted by the board;
 
14      (2)  Summaries of school improvement plans;
 
15      (3)  Summary descriptions of the demographic makeup of the
 
16           schools, with indications of the range of these
 
17           conditions among schools within Hawaii;
 
18      (4)  Comparisons of conditions affecting Hawaii's schools
 
19           with the conditions of schools in other states; and

 1      (5)  Other such assessments as may be deemed appropriate by
 
 2           the board.
 
 3      (b)  The department shall provide electronic access to
 
 4 computer-based financial management, student information, and
 
 5 other information systems to the legislature and the auditor.
 
 6 The auditor shall submit to the legislature and the governor, at
 
 7 least twenty days prior to the convening of each legislative
 
 8 session, a fiscal accountability report that includes but is not
 
 9 limited to the following:
 
10      (1)  The financial analysis of expenditures by the
 
11           department with respect to the following areas:
 
12           (A)  Administration;
 
13           (B)  Facilities and operations;
 
14           (C)  Teacher support and development;
 
15           (D)  Pupil support;
 
16           (E)  Instructional support; and
 
17           (F)  Classroom instruction; and
 
18      (2)  The measures of accuracy, efficiency, and productivity
 
19           of the department, districts, and schools in delivering
 
20           resources to the classroom and the student.
 
21      (c)  The department shall require each public school to
 
22 establish and maintain a web page to provide electronic access to
 
23 information regarding standardized test performances, school

 1 programs and events, and other school information." 
 
 2      SECTION 2.  Statutory material to be repealed is bracketed.
 
 3 New statutory material is underscored.
 
 4      SECTION 3.  This Act shall take effect upon its approval.
