                     HOUSE RESOLUTION

REQUESTING THE DEPARTMENT OF EDUCATION AND THE HAWAII SCHOOL
OFFICE SERVICES ASSOCIATION TO DEVELOP A STAFFING FORMULA
   FOR SCHOOL OFFICE STAFF.

WHEREAS, the clerical staff of the public schools perform
many functions that are critical to the operation of the
  schools; and

WHEREAS, in 1990 the Board of Education approved the School
and District Office Clerical Staffing Study, which showed that
many schools were staffed at under half of the recommended
staffing and that 429.5 additional positions were needed to
bring the staffing up to the recommended standard; and

WHEREAS, the Legislature appropriated funds for 30 new
positions for the 1991-1992 school year, and since then there
has been no additional appropriation of funds for clerical
  positions; and

      WHEREAS, however, additional clerical responsibilities
resulted from the Felix v. Cayetano consent decree, and other
new programs and projects have created additional work for
  school office personnel; and

WHEREAS, due to understaffing, many school administrative
services assistants (SASAs) take work home and go to work on
the weekends, burnout is high, and morale in school offices is
  very low; and

WHEREAS, a school staffing formula may be needed, similar
  to the student-teacher ratio of 26.15 for the public schools;
  now, therefore,

BE IT RESOLVED by the House of Representatives of the
Twentieth Legislature of the State of Hawaii, Regular Session
of 1999, that the Department of Education and the Hawaii School
Office Services Association is requested to develop a staffing
formula for school office staff; and

BE IT FURTHER RESOLVED that the Superintendent of Education
report about the staffing formula to the Legislature no later
than twenty days prior to the convening of the Regular Session
  of 2000; and
