                     HOUSE  RESOLUTION

  REQUESTING THE COLLEGE OF TROPICAL AGRICULTURE AND HUMAN
    RESOURCES OF THE UNIVERSITY OF HAWAII AT MANOA AND THE
    COLLEGE OF AGRICULTURE, FORESTRY, AND NATURAL RESOURCE
    MANAGEMENT OF THE UNIVERSITY OF HAWAII AT HILO TO EXPLORE
    WAYS TO COLLABORATE AND COOPERATE FOR THE BENEFIT OF
    STATEWIDE AGRICULTURE.
 


 1        WHEREAS, the University of Hawaii system has two colleges
 2   of agriculture, the College of Tropical Agriculture and Human
 3   Resources at the University of Hawaii at Manoa and the College
 4   of Agriculture, Forestry, and Natural Resource Management at
 5   the University of Hawaii at Hilo; and
 6   
 7        WHEREAS, most faculty members at the Hilo college are
 8   Manoa graduate faculty members, and have served and currently
 9   serve on a number of the Manoa college graduate student
10   committees; and
11   
12        WHEREAS, faculty at the Hilo college are provided
13   opportunities to apply for the Tropical and Subtropical
14   Agriculture grants program and special floriculture funds
15   administered by the Manoa college, and some of their work is
16   supported by these funds; and
17   
18        WHEREAS, faculty at the Hilo college have been
19   co-principal investigators on the grants program and other
20   joint projects in horticulture, forestry, pasture management,
21   and erosion control; and
22   
23        WHEREAS, faculty at both colleges recently initiated a new
24   collaboration in grazing management as part of a western
25   regional project; and
26   
27        WHEREAS, faculty at both colleges are co-authors on a
28   number of articles and papers on post-harvest handling, plant
29   physiology, pasture management, aluminum toxicity, and taro
30   growth; and

32        WHEREAS, several faculty members at both colleges maintain
33   close working relationships to coordinate similar course
34   offerings; and

 1        WHEREAS, faculty members at both colleges co-sponsor
 2   workshops (e.g., hydroponics, artificial insemination and swine
 3   genetics, Mealani Field and Forage Day) as well as extension
 4   activities with industry associations; and
 5   
 6        WHEREAS, Hilo faculty members are included on all mailing
 7   lists for Manoa material developed by Manoa; and
 8   
 9        WHEREAS, Hilo faculty, staff, and students are
10   participants in many meetings, workshops, conferences, and the
11   like sponsored by Manoa; and
12   
13        WHEREAS, Manoa faculty provide guest lecturers for Hilo
14   classes, provide guidance for student projects, and provide
15   access to field work, particularly in animal sciences, soil
16   science, horticulture, and forestry for University of Hawaii at
17   Hilo students; and
18   
19        WHEREAS, Manoa faculty have taught formal classes at Hilo
20   including animal diseases, animal nutrition, animal
21   reproduction and physiology, introduction to animal science,
22   beef production, feeds and feeding, genetics and animal
23   breeding, plant mineral nutrition, sheep production, and soil
24   science; and
25   
26        WHEREAS, Manoa faculties are participants on Dr. Jack
27   Fujii's (Dean of the Hilo college) television program "Focus on
28   Agriculture"; and
29   
30        WHEREAS, Manoa's agricultural diagnostic service center
31   provides disease samples for Hilo classes, and Hilo's faculty
32   assist in the identification of diseases; and
33   
34        WHEREAS, Manoa initiated a statewide effort to integrate
35   agricultural instruction, participants including the
36   agricultural industry, high schools, community colleges; now,
37   therefore,
38   
39        BE IT RESOLVED by the House of Representatives of the
40   Twentieth Legislature of the State of Hawaii, Regular Session
41   of 1999, that this body requests the College of Tropical
42   Agriculture and Human Resources at the University of Hawaii at
43   Manoa and the College of Agriculture, Forestry, and Natural
44   Resource Management at the University of Hawaii at Hilo to
45   explore practical means to support the recommendations in the
46   summary of the agricultural alliance between the two colleges

 1   that was submitted to Dr. Carol Eastman by the deans of the two
 2   colleges in September 1995 and the Agriculture Action Alliance
 3   recommended by the Board of Regents and dated November 18,
 4   1988; and
 5   
 6        BE IT FURTHER RESOLVED that the College of Tropical
 7   Agriculture and Human Resources at the University of Hawaii at
 8   Manoa and the College of Agriculture, Forestry, and Natural
 9   Resource Management at the University of Hawaii at Hilo are
10   requested to facilitate support of and better coordination
11   between their two programs to increase agriculture-related
12   services by the University of Hawaii to its clientele
13   statewide; and
14   
15        BE IT FURTHER RESOLVED that the Legislature recommends
16   that there should be a seamless articulation of agriculture
17   courses and student exchanges within the University of Hawaii
18   system; and
19   
20        BE IT FURTHER RESOLVED that the University of Hawaii
21   requests a joint United States Department of Agriculture-
22   Cooperative States Research, Education, and Extension Service
23   review of agricultural programs offered by the University of
24   Hawaii system; and
25   
26        BE IT FURTHER RESOLVED that the Legislature encourages the
27   University of Hawaii administration and its Board of Regents to
28   use the joint faculty senates of the College of Tropical
29   Agriculture and Human Resources at the University of Hawaii at
30   Manoa and the College of Agriculture, Forestry, and Natural
31   Resource Management at the University of Hawaii at Hilo as a
32   resource for factual information about the programs of the two
33   schools and their clientele; and
34   
35        BE IT FURTHER RESOLVED that certified copies of this
36   Resolution be transmitted to the President of the University of
37   Hawaii, the Secretary to the Board of Regents of the University
38   of Hawaii, the Dean of the College of Tropical Agriculture and
39   Human Resources at the University of Hawaii at Manoa, and the
40   Dean of the College of Agriculture, Forestry, and Natural
41   Resource Management at the University of Hawaii at Hilo.
