                     HOUSE  RESOLUTION

URGING THE STATE AND COUNTY OF HAWAII TO SUPPORT AND ASSIST IN
   THE BUILDING OF A MULTIPURPOSE VETERANS CENTER IN HILO,
   HAWAII.



 1       WHEREAS, according to the latest available Veterans
 2   Administration population figures there are currently 14,440
 3   veterans residing in the County of Hawaii; and
 4   
 5       WHEREAS, based on these population numbers, there is an
 6   increased need for centralized veterans services and in
 7   particular, a Community Based Out-Patient Clinic (CBOC); and
 8   
 9       WHEREAS, Hawaii Island Veterans Memorial Inc., (HIVM) was
10   formed by 30 different veterans organizations as a nonprofit
11   corporation to plan, build, and operate a multipurpose veterans
12   center to include a 50-unit veterans home; and
13   
14       WHEREAS, the State has agreed to exchange 2.3 acres of land
15   in Hilo, which are ideally suited for a veterans center for
16   five acres of county land in Kona, so that the County of Hawaii
17   can lease the 2.3 acres to HIVM to build the multipurpose
18   veterans center; and
19   
20       WHEREAS, the multipurpose veterans center will be built in
21   three phases as follows:
22   
23       (1)  The first phase will consist of a CBOC;
24   
25       (2)  The second phase will consist of a garage and
26            multipurpose recreation area; and
27   
28       (3)  The third phase will consist of a 50-unit veterans
29            home with a cafeteria;
30   
31   and
32   
33       WHEREAS, the purpose of this multipurpose veterans center
34   is to provide veterans, veterans' families, and veterans
35   organizations with a designated place for a CBOC, hurricane
36   emergency shelter, and other various activities in the County
37   of Hawaii; now, therefore,

 1       BE IT RESOLVED by the House of Representatives of the
 2   Twentieth Legislature of the State of Hawaii, Regular Session
 3   of 1999, that the State and County of Hawaii are urged to
 4   support and assist in every possible way in the building of a
 5   multipurpose veterans center in Hilo, Hawaii; and
 6   
 7       BE IT FURTHER RESOLVED that certified copies of this
 8   Resolution be transmitted to the Director of the Office of
 9   Veterans' Services, the Mayor of the County of Hawaii, and
10   Hawaii Island Veterans Memorial Inc.
