                     HOUSE  RESOLUTION

  COMMENDING AND CONGRATULATING REAR ADMIRAL KENNETH P.
    MORITSUGU, M.D., M.P.H., ON HIS APPOINTMENT AS DEPUTY
    SURGEON GENERAL OF THE UNITED STATES.



 1        WHEREAS, on October 1, 1998, Assistant Secretary for
 2   Health and Surgeon General David Satcher appointed Rear Admiral
 3   Kenneth P. Moritsugu, M.D., M.P.H., as Deputy Surgeon General
 4   of the United States; and
 5   
 6        WHEREAS, born and raised in Honolulu, Admiral Moritsugu's
 7   appointment as Deputy Surgeon General, in which he addresses
 8   national health policy issues consistent with the priorities of
 9   the President and the Secretary of Health and Human Services,
10   is the latest outstanding achievement in a distinguished career
11   in the public service; and
12   
13        WHEREAS, a career officer in the Commissioned Corps of the
14   United States Public Health Service, Admiral Moritsugu received
15   his Baccalaureate Degree with Honors from the University of
16   Hawaii in 1967, his M.D. from the George Washington University
17   School of Medicine in 1971, and an M.P.H. in Health
18   Administration and Planning from the University of California,
19   Berkeley, in 1975; and
20   
21        WHEREAS, following three tours of duty while in medical
22   school and numerous diverse assignments, including Medical
23   Officer on board the U.S. Coast Guard Cutter Taney and Deputy
24   Director of the Bureau of Health Professions, Admiral Moritsugu
25   has served as an Assistant Surgeon General with Surgeon General
26   C. Everett Koop in 1988 and, most recently, as an Assistant
27   Bureau Director and Medical Director of the Department of
28   Justice's Federal Bureau of Prisons until September 1998; and
29   
30        WHEREAS, Admiral Moritsugu has served as federal
31   Representative to numerous national health care agencies,
32   provided health consultation in health professions development
33   to various countries, served as the official U.S. observer to
34   the Council of Europe's Select Committee of Experts on the
35   Impact of the AIDS Epidemic on the Criminal Justice System, and
36   is an Adjunct Associate Professor of Public Health at the
37   Uniformed Services University of the Health Sciences; and

 1        WHEREAS, Admiral Moritsugu has received a number of honors
 2   and awards, including the Surgeon General's Medal for Exemplary
 3   Service and the Distinguished Service Medal, holds Honorary
 4   Doctor of Science degrees from the University of New England
 5   and the Midwestern University Chicago College of Osteopathic
 6   Medicine, and an Honorary Doctor of Public Service degree from
 7   the University of Texas College of Osteopathic Medicine; and
 8   
 9        WHEREAS, in addition to his other work responsibilities,
10   Admiral Moritsugu has spoken and written extensively in various
11   health-related areas, has served as Chair of the Board of
12   Trustees of the Certified Correctional Health Professions
13   Program and the U.S. Chapter of the Royal Society of Health,
14   currently serves as the Chair of the American Correctional
15   Association's Committee on Health Care in Corrections, is a
16   board member of the United Network for Organ Sharing and
17   Secretary/Treasurer of the Washington Regional Transplant
18   Consortium, and is an active volunteer with the Transplant
19   Recipients International Organization; and
20   
21        WHEREAS, as Deputy Surgeon General, Admiral Moritsugu will
22   be able to continue his unselfish dedication to furthering the
23   cause of public health in the United States, as well as his
24   tireless advocacy for such causes as organ and tissue donation
25   and transplantation; now, therefore,
26   
27        BE IT RESOLVED by the House of Representatives of the
28   Twentieth Legislature of the State of Hawaii, Regular Session
29   of 1999, that this body commends and congratulates Rear Admiral
30   Kenneth P. Moritsugu, M.D., M.P.H., on his appointment as
31   Deputy Surgeon General of the United States, and wishes him its
32   warmest Aloha and best wishes.
